
MoIT leader works with Industrial Safety Techniques and Environment Agency

On the morning of May 14, at the Ministry of Industry and Trade (MoIT) headquarters, Minister of Industry and Trade Le Manh Hung chaired a working session with the Industrial Safety Techniques and Environment Agency on the implementation of tasks in the first four months of 2026 and orientations for the coming period.
The meeting was attended by Deputy Minister Truong Thanh Hoai and representatives of affiliated units under the Ministry.

Reporting at the meeting, Director of the Industrial Safety Techniques and Environment Agency Pham Tuan Anh said that in 2026, the Agency was assigned to develop two Decrees and 10 Circulars, including revisions to 58 national technical regulations on safety. The Agency is currently taking the lead in drafting numerous legal documents related to industrial safety, electricity safety, hydropower dam and reservoir safety, industrial explosives, mineral exploitation, and environmental protection in the industry and trade sector, while also participating in the completion of important Law and Decree projects.

In the field of industrial safety, the Agency has issued more than 200 guidance documents and handled obstacles related to technical safety and occupational safety and hygiene in the mechanical engineering, metallurgy, chemicals, petroleum, and oil and gas sectors. The management of occupational safety technical inspection activities has continued to be strengthened, with examinations organised for 130 inspectors and 920 licences for the transport of dangerous goods granted during the first four months of the year.
Regarding electricity safety and hydropower dam and reservoir safety, the Agency has advised on the issuance of multiple directives for localities to strengthen electricity safety work ahead of the dry season; inspected and assessed the safety of 41 key hydropower projects; and operated the thuydienvietnam.vn database to support reservoir monitoring. The Agency is also leading the implementation of the national programme on electricity use safety for the 2026-2035 period under Decision No.609/QD-TTg issued by the Prime Minister.
In the field of environmental protection in the industry and trade sector, the Agency has reviewed the capacity of thermal power plants to comply with industrial emission standards, while expanding assessments to the fertiliser, chemical, and metallurgy industries. It has also advised on the implementation of tasks related to air quality management and the development of Vietnam’s environmental industry for the 2025-2030 period.
According to Director Pham Tuan Anh, in the coming period, the Industrial Safety Techniques and Environment Agency will focus on completing the legal normative system on schedule; strengthening guidance and inspections related to technical safety, electricity safety, and environmental protection regulations; accelerating the development and integration of specialised databases; and continuing coordination with relevant units to improve mechanisms and policies on safety, environmental protection, and fire prevention and fighting in the industry and trade sector.
At the meeting, representatives of affiliated units also discussed the implementation of the Agency’s key tasks for the remaining eight months of 2026, while addressing coordination in the fields of environmental protection, industrial safety, fire prevention and fighting, hydropower reservoir management, mineral exploitation, environmental industry development, and the circular economy.

Delivering concluding remarks at the meeting, Minister of Industry and Trade Le Manh Hung stressed that the Industrial Safety Techniques and Environment Agency should focus on reviewing and comprehensively assessing objectives, orientations, and the scope of state management in the fields of industrial safety techniques and industrial environmental protection within the industry and trade sector. Regarding the management of CO2 and methane emissions, he requested clear identification of focal agencies responsible for statistics, assessment, target setting, and implementation solutions associated with the application of science and technology.

On that basis, the Agency should focus on completing legal normative documents on industrial safety techniques and environmental protection on schedule, particularly in emerging fields. The Minister also emphasised the need to clearly define development models for ecological energy industrial clusters, zones, and centres. In this context, “ecology” refers to environmental industries and horizontal linkages in industrial development.
The Minister requested stronger efforts in reviewing, applying, and developing technologies, particularly digital technologies, in state management activities. According to the Minister, data plays a particularly important role in the effective application of digital technologies. The MoIT has issued a decision on the architecture of the data model; therefore, the field of industrial safety techniques and environmental protection should focus on applying digital technologies and building a list of digital technology applications serving state management. Only when data is available and integrated into management and operational processes can procedures be transformed, thereby achieving substantive digital transformation.
The Minister also requested the Agency to continue reviewing and strengthening inspection and supervision in the environmental sector; enhance coordination with localities; introduce implementation models in local areas together with a regulatory system serving post-decentralisation assessment and control; while focusing on consolidating the organisational apparatus, improving professional capacity and public service culture, and strengthening internal solidarity.
