
General Secretary To Lam: Digital mass literacy must become nationwide movement

On the afternoon of September 13 in Hanoi, the Party leader attended the thematic conference “Digital Mass Literacy - Digital National Assembly: Knowledge and Digital Skills Framework for a Modern Parliament.”
He expressed his delight at the event, noting its significance as the whole Party and people are actively implementing the Politburo's Resolution No. 57 on breakthroughs in science, technology, innovation, and national digital transformation.

Recalling that, ahead of the adoption of Resolution No. 57, he had warned about the large proportion of citizens and officials lacking digital knowledge, General Secretary To Lam stressed that since digital transformation is identified as a central political task, it requires the participation of the entire political system and society.
To meet the urgent demand of quickly popularizing basic digital knowledge nationwide, he drew inspiration from President Ho Chi Minh’s call for universal lifelong learning: just as the “mass literacy campaign” eradicated illiteracy, people today must join a “digital mass literacy” movement to eliminate digital illiteracy and keep pace with the times.

On behalf of the Party and State leadership, General Secretary To Lam commended the National Assembly Party Committee and its leaders for their systematic, scientific, and effective implementation of the “Digital Mass Literacy - Digital National Assembly” initiative, tailored to the practical needs of each parliamentary body.
The National Assembly Party Committee has issued an implementation plan for Resolution No. 57, aiming to raise awareness of digital transformation among all deputies, Party members, and staff; foster digital thinking and a culture of applying technology in work; and accompany voters in accessing digital knowledge.
The Assembly also focuses on disseminating essential digital skills, effectively using digital platforms, technologies, and artificial intelligence, with a long-term vision of building a “Digital National Assembly.”

He praised the development of a digital knowledge and skills framework and training curriculum within a short time, built on solid legal and scientific grounds and compliant with national digital competency standards. The framework spans four levels from basic to advanced, updated flexibly with new technologies, and tailored to each agency’s needs, ensuring practical, effective, and non-wasteful training.
Courses are short and engaging, with clear evaluation metrics, accessible anytime, anywhere, and integrated with national digital platforms. Media outreach has been intensified, and the active participation of deputies and staff has been encouraging.
Building digital thinking, digital culture
The Party chief stressed that the National Assembly, with strong political will and systematic methods, can achieve and even surpass its goals: by 2025, at least 40% of deputies and staff will be certified under the program; by 2026, 100% will complete it and meet digital competency standards via the VNeID platform.
He urged that the initiative be replicated throughout the entire political system, making digital knowledge for officials and citizens a central task tied to administrative reform and socio-economic development. Every Party member, official, and civil servant, he said, must pioneer in learning digital skills and adapting work methods for the digital era.

General Secretary To Lam underlined that digital transformation is continuous, with technology constantly evolving; thus, lifelong learning is essential to stay ahead and innovate. He called on deputies and officials to nurture a spirit of self-learning, regularly updating knowledge and viewing digital skills training as a daily responsibility.
The National Assembly Party Committee should ensure the program becomes a habit and a workplace culture, building digital thinking and digital culture.
He also requested the swift official issuance of the digital knowledge and skills framework, curriculum, and teaching materials, with targeted training that avoids inefficiency and formalism.

Further efforts should focus on building comprehensive digital knowledge platforms, developing e-textbooks, online lectures, and mobile learning apps, and connecting them to national platforms. The program should also be expanded to provincial and commune-level People’s Councils.
Training outcomes and digital skill certifications should be integrated into the national digital ID platform VNeID, used as criteria in performance reviews and annual commendations. The target is to provide basic digital skills to 100% of National Assembly deputies and staff by 2026.
Finally, General Secretary To Lam called for coordination with the Party’s central propaganda and mass mobilization bodies, the Ministry of Science and Technology, the Ministry of Education and Training, and localities to launch peak campaigns on digital skills training leading up to key milestones such as the 14th National Party Congress and the 80th anniversary of the Vietnamese National Assembly.
General Secretary To Lam expressed confidence that once all deputies and staff become exemplary “digital citizens” proficient in technology, the Assembly’s performance will multiply. The success of the Digital Mass Literacy - Digital National Assembly initiative, he affirmed, will not only improve the quality of parliamentary staff but also spread digital knowledge and skills throughout society, ensuring the success of Vietnam’s national digital transformation goals.
