10th Session of 15th National Assembly concluded after 40 working days

The 15th National Assembly officially concluded its 10th Session on the afternoon of December 11 after 40 days of continuous, urgent, and rigorous work.

The closing session was attended by comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam. Current and former leaders of the Party, the State, and the Vietnam Fatherland Front, as well as National Assembly deputies and invited guests.

51 laws and 39 resolutions passed

Speaking at the closing session, National Assembly Chairman Tran Thanh Man announced that the National Assembly had reviewed, discussed, and voted to pass 51 laws and 39 resolutions, including 8 resolutions containing legal norms.

The chairman noted that this represents a massive volume of legislative work, accounting for nearly 30% of the total laws and legal resolutions issued during the entire term. The approved laws and resolutions are designed to meet urgent practical demands while simultaneously establishing a legal framework for a new phase of development. Alongside its legislative and oversight duties, the National Assembly also reviewed and made decisions on numerous strategic issues of significant importance.

Notably, during this session, the National Assembly conducted a profound and comprehensive review of the work performed by state agencies during the 2021 - 2026 term. It also reviewed and made decisions regarding personnel in strict accordance with Party regulations and State laws.

Simultaneously, the National Assembly thoroughly discussed the draft documents to be submitted to the 14th National Party Congress. Delegates contributed their intellect, dedication, and strategic ideas for the country's development, aiming toward the 2030 goal (marking the Party's centenary) of becoming a developing country with modern industry and upper-middle income, and the 2045 goal (marking the centenary of the Socialist Republic of Vietnam) of becoming a developed, high-income nation.

Reflecting on the 15th National Assembly's term, he emphasized that over the past five years, the Assembly overcame myriad difficulties and challenges. From the very beginning of the term, the COVID-19 pandemic evolved with great complexity and caused serious consequences. The National Assembly had to conduct online meetings under social distancing conditions, with many delegates quarantined or wearing masks while in attendance.

Towards the end of the term, the entire country suffered consecutive natural disasters and storms, causing heavy losses in human life and property for both the State and the people; additionally, the country had to face complex and unpredictable developments in the regional and global situation. Against this backdrop, alongside agencies within the political system and under the leadership of the Party, the National Assembly made outstanding efforts, adapted flexibly, acted decisively, and maintained unity. It achieved comprehensive results in constituent, legislative, and supreme oversight activities, as well as in deciding important national issues and conducting parliamentary diplomacy. These efforts contributed to ensuring macroeconomic stability; controlling inflation, state budget deficits, and public debt indicators; maintaining a continuous high trade surplus; achieving positive results in cultural, human, and social development; improving social security and people's living standards; continuously consolidating national defense and security; elevating foreign relations and international integration; and achieving significant, unprecedented breakthroughs in Party building, the political system, and the fight against corruption, wastefulness, and negativity.

Notably, the 15th National Assembly amended and supplemented several articles of the Constitution. The Assembly proactively innovated its thinking on law-making, actively and timely institutionalizing Party guidelines into law, affirming a pioneering role in institutional building; promoting the application of digital technology, digital transformation, and artificial intelligence; and, for the first time, successfully organizing two forums on law and oversight.

The National Assembly enacted numerous crucial laws regarding the perfection of the socialist rule-of-law state; streamlining the organizational apparatus and rearranging administrative units; and combating corruption, wastefulness, and negativity. This was particularly evident in fields such as finance and budget, culture and society, health and education, social security, natural resources and environment, science and technology, innovation, digital transformation, national defense and security, foreign affairs, and international integration, creating a vital foundation for the country to enter a new era of development.

In his closing remarks, National Assembly Chairman Tran Thanh Man expressed his respectful gratitude to the National Assembly's deputies, agencies, and delegations for their positive contributions and wholehearted dedication. He commended them for utilizing every minute to engage in frank and profound debate, and for listening to and sharing the concerns and aspirations of the people as well as addressing pressing practical issues to reflect and propose realistic, fundamental solutions, placing the People's interests at the center of every policy decision to timely resolve obstacles and difficulties.

Ready for major national events

The National Assembly Chairman affirmed that immediately following the 10th Session, the entire political system will continue to strive for achievements to welcome the 14th National Party Congress and the 11th National Patriotic Emulation Congress; carefully prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026 - 2031 term; and celebrate the 80th Anniversary of the First General Election of the National Assembly of Vietnam.

In the immediate future, the National Election Council, the National Assembly Standing Committee, the Government, the Central Committee of the Vietnam Fatherland Front, and related agencies must proactively and closely coordinate to implement tasks in a timely manner according to the issued schedule and plan; thoroughly review the legal framework, processes, and procedures to ensure the election strictly adheres to legal regulations and is democratic, transparent, and disciplined. At the same time, the National Assembly requests that the Government, ministries, sectors, and localities urgently and synchronously implement the laws and resolutions passed by the Assembly, determined to successfully achieve growth targets and socio-economic development tasks, ensuring national defense, security, and foreign affairs for the 2026 - 2030 period; and take better care of the people's lives, especially in areas heavily damaged by natural disasters and storms.

According to the National Assembly Chairman, the tasks and requirements of the country in the new development phase demand that the entire Party, people, and army highly uphold the spirit of patriotism, the aspiration for development, and the power of the people and the great national unity bloc; strongly innovate thinking; and synchronously and effectively implement strategic policies. The National Assembly, its agencies, and deputies must strive, make greater efforts, and show higher determination to “dare to speak, dare to do, and dare to take responsibility” for the people and the country, contributing significantly to leading the nation into a new era, the era of the nation's rise, for a rich, strong, prosperous, civilized, and happy Vietnam.

On this occasion, Chairman Tran Thanh Man extended his profound thanks to the people and voters nationwide; expressed gratitude for the leadership of the Party Central Committee, the Politburo, the Secretariat, and the General Secretary; and for the coordination of the State President, the Government, the Vietnam Fatherland Front, judicial bodies, the State Audit, Party commissions, and Central offices. He also acknowledged the support of localities, relevant agencies, and international friends, as well as the dedication of the advisory staff and the accompaniment of the press, all of which contributed to helping the National Assembly fulfill its responsibilities during the term.
