According to a Vietnam News Agency correspondent, within the framework of his official visit to the Russian Federation, on March 23, Prime Minister Pham Minh Chinh held talks with Russian Prime Minister Mikhail Mishustin at the Government House in Moscow.
Welcoming Prime Minister Pham Minh Chinh and the high-level Vietnamese delegation, Prime Minister Mikhail Mishustin expressed his pleasure at meeting his counterpart again following his highly successful visit to Vietnam in January 2025. On this occasion, he once again thanked Prime Minister Pham Minh Chinh and senior Vietnamese leaders for the warm, respectful and cordial reception extended to the Russian delegation during that visit.

Prime Minister Mikhail Mishustin congratulated Vietnam on the successful organization of the 14th National Congress of the CPV, as well as the elections to the 16th National Assembly and People’s Councils at all levels. He expressed confidence that these events would lay down important policies and create favorable conditions for Vietnam’s development in the coming period.
He highly valued the significance of Prime Minister Pham Minh Chinh’s visit and reaffirmed that Russia attaches great importance to the Comprehensive Strategic Partnership with Vietnam, regarding Vietnam as one of its leading partners in the Asia-Pacific region, and consistently seeking to further enhance the effectiveness of bilateral cooperation across all fields.
Prime Minister Pham Minh Chinh, for his part, thanked Prime Minister Mikhail Mishustin, Russian leaders and people for the warm, respectful and heartfelt reception accorded to the Vietnamese delegation. He conveyed regards from CPV General Secretary To Lam and other senior Vietnamese leaders to their Russian counterparts.

The Vietnamese Prime Minister congratulated Russia on its socio-economic achievements under the leadership of President Vladimir Putin and the management of the Russian Government, as well as the direction of Prime Minister Mikhail Mishustin. He reaffirmed that Vietnam consistently pursues an independent, self-reliant foreign policy of diversification and multilateralization, and always regards Russia as a trusted friend and one of its leading partners in Europe.
In an atmosphere of friendship, trust, sincerity and mutual understanding, the two Prime Ministers briefed each other on the political and socio-economic situation in their respective countries.
They reviewed the outcomes of bilateral cooperation in recent years, affirming that the Comprehensive Strategic Partnership has continued to develop comprehensively across all fields, including economy, trade, investment, defense and security, energy, oil and gas, as well as people-to-people exchanges and cultural cooperation. Political trust and close ties between the two countries have been further strengthened.
The two sides have maintained frequent exchanges of high-level and all-level delegations, notably the phone talks between CPV General Secretary To Lam and President Vladimir Putin immediately after the conclusion of the 14th National Congress of the CPV.

They also held in-depth and substantive discussions on the current state and prospects of bilateral relations, agreeing that there remains significant potential for cooperation and expressing confidence that Vietnam - Russia relations will continue to develop positively, in line with the development needs of both countries.
The two Prime Ministers discussed and agreed on directions to address existing challenges and bottlenecks, promote comprehensive cooperation, and reposition and elevate bilateral relations across all fields, making them more substantive and sustainable, for the benefit of the two peoples as well as for peace and stability in the region and the world.
Both sides agreed to further enhance dialogue, consolidate political trust, and promote exchanges at all levels and across channels, thereby creating a solid foundation for comprehensive bilateral cooperation, particularly in economy, trade, investment, energy, oil and gas, agriculture, transport, logistics, education and training, culture, tourism, science and technology, local cooperation, and people-to-people exchanges.
They reaffirmed their determination to elevate economic, trade and investment cooperation as a spearhead of bilateral relations; effectively implement the Free Trade Agreement between Vietnam and the Eurasian Economic Union, of which Russia is a member; further open their markets to each other’s exports; and promote two-way investment activities.

The two sides acknowledged the achievements in energy and oil and gas cooperation, including the contributions of joint ventures in these sectors. They emphasized that energy and oil and gas cooperation remains a traditional and symbolic area of effective collaboration, and reaffirmed their determination to further elevate this strategic pillar by effectively implementing key joint projects.
At the same time, both sides agreed to soon explore and expand cooperation in new energy, clean energy and renewable energy, contributing to green transition and sustainable development.
The two leaders welcomed and affirmed the signing of an agreement between the Government of the Socialist Republic of Vietnam and the Government of the Russian Federation on cooperation in the construction of a nuclear power plant in Vietnam. They described this as an important step forward in bilateral cooperation in peaceful nuclear energy and expressed confidence that the project would become a new symbol of Vietnam - Russia friendship.
They also highly appreciated the signing of additional cooperation agreements in energy, oil and gas, transport and other sectors between enterprises of the two countries during the visit, contributing to the effective implementation of intergovernmental agreements and protocols, and helping ensure energy security in the current context.
The two Prime Ministers agreed that cooperation in science and technology should truly become a new pillar of bilateral ties. They concurred on promoting exchange activities within the framework of the Cross Year 2026 on Science and Education, leveraging existing cooperation foundations and expanding potential projects, particularly in information technology, artificial intelligence (AI), and scientific research within the framework of the Vietnam - Russia Tropical Centre.
Prime Minister Pham Minh Chinh encouraged Russia to participate in consulting, designing, transferring technology and developing metro systems in Vietnam, especially in major cities such as Hanoi and Ho Chi Minh City.
Both sides stressed the need to further advance cooperation in people-to-people exchanges, including education and training, culture and tourism.
Prime Minister Mikhail Mishustin noted that Vietnam is currently a favored destination for Russian tourists and expressed hope that both countries would create more favorable conditions for travel, enhance cultural exchange activities, and expand the teaching of Vietnamese in Russia and Russian in Vietnam, thereby fostering greater mutual understanding between the two peoples.
Prime Minister Pham Minh Chinh expressed gratitude to the former Soviet Union and present-day Russia for having trained thousands of highly qualified Vietnamese experts and scholars who have made significant contributions to Vietnam’s socio-economic development over the years.
In this spirit, he proposed that Russia continue to support Vietnam in training high-quality human resources, increasing scholarships for Vietnamese students, particularly in digital technology, emerging technologies, biomedical sciences, transport, fundamental sciences and the arts.
The Vietnamese Prime Minister also thanked Russian leaders and authorities for their attention to the Vietnamese community in Russia and expressed hope that favorable conditions and safety would continue to be ensured for them. He reaffirmed that the Vietnamese Government will facilitate favorable conditions for Russian citizens to live, study and work in Vietnam.
Following the talks, Prime Minister Pham Minh Chinh and Prime Minister Mikhail Mishustin witnessed the signing ceremony of the agreement on cooperation in building a nuclear power plant in Vietnam between the two governments.
