Vietnam launches nationwide promotion campaign to boost domestic demand

The Ministry of Industry and Trade has launched the First Vietnam Grand Sale in 2026 nationwide to boost consumer spending, production and the domestic market.

In implementation of the Government's Resolution No.88/NQ-CP dated April 5, 2026 on promoting the domestic market, stimulating consumer demand, and advancing the campaign “Vietnamese People Prioritize Using Vietnamese Goods,” the Ministry of Industry and Trade issued Decision No.1184/QĐ-BCT on May 21, 2026, approving the organization of the First Vietnam Grand Sale in 2026. The month-long campaign runs from July 1 to July 31, 2026, across the country.

The program is being implemented simultaneously nationwide, with the Vietnam Trade Promotion Agency (VIETRADE) serving as the coordinating body in collaboration with relevant units under the Ministry of Industry and Trade, provincial and municipal Departments of Industry and Trade, business associations, industry organizations, enterprises, and other stakeholders.

The participating agencies will carry out communication activities, provide guidance, and support businesses in implementing promotional campaigns that integrate both traditional commerce and e-commerce, creating a broad ripple effect and encouraging enterprises across all sectors to participate.

According to VIETRADE, all businesses are eligible to participate in the program without having to undergo any registration, selection, or approval process. Enterprises are encouraged to proactively launch diverse and attractive promotional campaigns tailored to consumers while independently determining promotional limits of up to 100%.

At the same time, businesses are required to ensure that all promotional activities comply with applicable laws and are conducted honestly, transparently, and publicly, while safeguarding the legitimate rights and interests of consumers. They must also ensure the quality of goods and services and fully comply with existing administrative procedures and legal regulations.

In line with the Government's directive to improve legal frameworks and policies, including reviewing and simplifying administrative procedures and business regulations to reduce compliance costs for citizens and businesses, the Ministry of Industry and Trade proactively reviewed relevant regulations and submitted proposals that led to the Government's issuance of Resolution No.19/2026/NQ-CP on April 29, 2026, which took effect immediately on the same day.

Under the new resolution, traders are now only required to complete the administrative procedure for notification of promotional activities when organizing promotions in the form of sales or service provision accompanied by contest entry forms for customers, as stipulated in Article 12 of Decree No.81/2018/NĐ-CP, and only when the total prize value of the promotional program exceeds VND 100 million. This reform removes administrative notification requirements for six out of the seven promotional formats previously subject to such procedures.

Combining traditional commerce with e-commerce

According to the Ministry of Industry and Trade, through the First Vietnam Grand Sale in 2026, businesses will proactively introduce a wide range of attractive promotional activities, enabling consumers to purchase quality goods and services at reasonable prices.

The program is designed to invigorate the domestic consumer market, encourage production and business activities, and contribute to Vietnam's economic growth. It also aims to raise domestic consumers' awareness of Vietnamese products and services through extensive communication campaigns across mass media platforms.

In addition, by combining promotional activities with trade fairs, exhibitions, product showcases, and traditional festivals held in localities nationwide, the Ministry expects the program to promote Vietnamese products and regional cultural identities while contributing to tourism development.

According to the Organizing Committee, the maximum value of goods and services used for promotional purposes, as well as the maximum discount applicable to promotional goods and services, may reach 100%, in accordance with Clause 4, Article 3 and Clause 2, Article 4 of Circular No.39/2025/TT-BCT, issued by the Ministry of Industry and Trade on June 22, 2025.

The implementation of the First Vietnam Grand Sale in 2026 is expected to build on the success of previous editions, helping increase retail sales and service revenues while contributing to Vietnam's economic growth target for 2026.
