An important event to advance the foreign policy of the 14th National Party Congress
At the invitation of Zhao Leji, Chairman of the Standing Committee of the National People's Congress of China, National Assembly Chairman Tran Thanh Man will pay an official visit to China and co-chair the second session of the Cooperation Committee between the National Assembly of Viet Nam and the National People's Congress of China from October 11 to 15, 2026.

Speaking to the press, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu said the visit is a highly significant diplomatic event that will help further implement the foreign policy set out at the 14th National Congress of the Communist Party of Viet Nam. It will contribute to further strengthening and developing Viet Nam-China relations, enhancing the effectiveness of cooperation between the Vietnamese National Assembly and the Chinese National People's Congress, and reaffirming the central role of parliamentary cooperation within the overall framework of the Viet Nam-China Comprehensive Strategic Cooperative Partnership.
A key focus of the visit will be the second session of the Cooperation Committee between the National Assembly of Viet Nam and the National People's Congress of China. Established in 2024, the committee is a new mechanism and the highest-level inter-parliamentary cooperation mechanism that the two sides have established with only a small number of other countries worldwide.
The session will provide a substantive opportunity for the two legislative bodies to exchange views and translate strategic orientations into concrete measures to enhance coordination and create a more favorable legal framework for bilateral cooperation. It will also enable the two sides to oversee and expedite the implementation of shared understandings and agreements reached at various levels, particularly those achieved during the highly successful state visit to China by General Secretary and State President To Lam in April 2026.
Facilitating bilateral cooperation across multiple fields
According to Permanent Deputy Minister Nguyen Minh Vu, amid the positive development of Viet Nam-China relations, Chairman Tran Thanh Man's visit is expected to deliver substantive contributions.
First, the visit will further strengthen close cooperation between the National Assembly of Viet Nam and the National People's Congress of China at all levels, from the highest level to specialized committees, groups of legislators and local people's councils. This will contribute positively to advancing the building of a Viet Nam-China Community with a Shared Future that carries strategic significance at a new level.
Second, during preparations for the visit and the Cooperation Committee session, the two sides identified a number of substantive areas for cooperation. These include strengthening strategic connectivity in transport, developing smart border gates, establishing cross-border economic zones, enhancing urban governance, reinforcing social and people-to-people ties, and sharing experience and exploring cooperation opportunities in science and technology.
"I very much hope that China, a country at the forefront of development in these fields, can share its development experience and help both sides deepen mutual understanding, thereby facilitating bilateral cooperation in the economy, trade and investment, as well as emerging areas such as science and technology, innovation, artificial intelligence (AI), high-quality human resources training, smart city development, the green economy and the circular economy," Nguyen Minh Vu said.
Third, the delegation accompanying Chairman Tran Thanh Man will include representatives from various ministries, sectors, localities and specialized committees of the National Assembly. Given the dual people-to-people and state dimensions of parliamentary cooperation, substantive engagement between the National Assembly of Viet Nam and the National People's Congress of China will send a strong message of friendship. It will also demonstrate the two legislative bodies' proactive efforts to enhance the substance and effectiveness of their cooperation, contributing to the continued positive development of the Viet Nam-China Comprehensive Strategic Cooperative Partnership and delivering tangible benefits to people and businesses in both countries.
According to the Ministry of Foreign Affairs, this is Tran Thanh Man's first official visit to China in his capacity as Chairman of the National Assembly of Viet Nam.
