A new phase of cooperation between Viet Nam and Poland
According to Deputy Minister Ngo Le Van, the establishment of a Strategic Partnership reflects both countries’ commitment to deepening political trust, aligning interests and expanding cooperation.
Under the new framework, Viet Nam regards Poland as one of its top-priority partners in Central and Eastern Europe. Poland, in turn, considers Viet Nam a leading partner in Southeast Asia and one of its most important partners in Asia.
Notably, the two countries adopted an Action Plan for 2026 - 2030 to implement the Joint Declaration on the establishment of the Strategic Partnership, setting out priority areas and directions for cooperation in the coming years.
Deputy Minister Ngo Le Van noted that Poland’s strengths in industry, science, technology, education and the maritime economy align with Viet Nam’s development needs. Combining these strengths with Viet Nam’s market, production capacity and position in regional supply chains will create further opportunities for businesses in both countries while strengthening links between ASEAN and the European Union (EU).
The visit also helped consolidate Viet Nam’s network of partners in Europe, providing fresh momentum for more substantive and effective Viet Nam - EU relations.
In political cooperation, the two sides agreed to maintain regular contacts at all levels and through various channels, particularly at the highest level. They also pledged to improve the effectiveness of bilateral cooperation mechanisms, including resuming meetings of the Intergovernmental Committee on Economic Cooperation and maintaining political consultations at the deputy foreign minister level.
Bilateral trade target set at USD 6 billion by 2030
One of the key outcomes of the visit was the agreement to establish a concrete target for economic, trade and investment cooperation.
According to Deputy Minister Ngo Le Van, Viet Nam and Poland aim to increase bilateral trade to USD 6 billion by 2030 in a balanced, sustainable and mutually beneficial manner.
To achieve this goal, the two countries will continue to make effective use of the EU - Viet Nam Free Trade Agreement (EVFTA), reduce trade barriers and facilitate market access for each other’s goods.
Alongside trade, Viet Nam and Poland will encourage investment projects in complementary sectors, including processing and manufacturing, information technology, pharmaceuticals, energy and logistics. These efforts will leverage each country’s role as a gateway to the ASEAN and EU markets.
Beyond trade, the two sides agreed to strengthen cooperation in science and technology, innovation and digital transformation. They will promote links among universities, research institutes and businesses, aligning training with research, technology transfer and production needs.
The maritime economy, clean energy and high technology were also identified as areas with long-term cooperation potential.
During the visit, the two prime ministers witnessed the exchange of two cooperation documents in higher education and tourism. They also welcomed the resumption of direct flights by LOT Polish Airlines, which is expected to facilitate tourism, business activities and people-to-people exchanges.
In defence and security, the two countries agreed to continue promoting cooperation in line with their respective needs and capabilities, with a focus on training, the defence industry, combating transnational crime and tackling high-tech crime.
On regional and international issues, both sides reaffirmed the central role of the United Nations and their commitment to international law and the peaceful settlement of disputes. They also underscored the importance of ensuring safety and freedom of navigation and overflight in the East Sea in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Regarding the next steps, Deputy Minister Ngo Le Van said the immediate priority is to translate the 2026 - 2030 Action Plan into specific programmes and projects, with clearly defined lead agencies, resources, timelines and expected outcomes.
The two sides will work to ensure that bilateral cooperation mechanisms operate effectively, select feasible priority projects, regularly review implementation progress and address difficulties facing ministries, sectors, local authorities and businesses.
Deputy Minister Ngo Le Van stressed: “The success of the Strategic Partnership will be measured by commitments fulfilled, projects implemented and tangible benefits delivered to the people and businesses of both countries.”
Viet Nam and Poland have established a Strategic Partnership, adopted an Action Plan for 2026 - 2030 and set a target of USD 6 billion in bilateral trade by 2030, while advancing cooperation in investment, science and technology, education, tourism and logistics.
