
September Government press conference: Exports and imports remain bright spot

On the afternoon of October 5, the Government Office held its regular September Government press conference. Minister and Chairman of the Government Office Tran Van Son, the Government Spokesperson, chaired the event. Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan attended the conference.
The press conference took place right after the September 2025 online meeting between the Government and localities chaired by Prime Minister Pham Minh Chinh earlier in the morning.

The economy shows continuous positive progress
Speaking at the press conference, Minister Tran Van Son said that in the morning, Prime Minister Pham Minh Chinh chaired the online Government meeting with localities to discuss the socio-economic situation, public investment allocation and disbursement, implementation of national target programs for September, the third quarter, and the first nine months of 2025. The meeting also reviewed the Government’s direction and administration, administrative reform, and the implementation of the two-level local government model, as well as tasks and solutions for the coming time.
The meeting agreed that the global situation remains complex, with prolonged conflicts and instability in several regions, including ASEAN; intensified strategic competition and trade conflicts; slowing global growth; volatility in financial and monetary markets; rising public debt in many countries; and a sharp increase in world gold prices.
Domestically, Vietnam continues to focus on six key tasks: operating the two-level local government system; striving to achieve economic growth of 8% or higher in 2025; implementing the Politburo’s breakthrough Resolutions; preparing for the 13th Party Central Conference and the 10th session of the 15th National Assembly, where the Government is expected to submit 50 draft laws and resolutions, the highest number ever in a single session; organizing celebrations for the 80th anniversary of the August Revolution and National Day (September 2), and Party Congresses at all levels toward the 14th National Party Congress; and focusing on disaster prevention and recovery, as four major storms in September caused severe damage in many localities.
The meeting agreed that thanks to the leadership and close direction of the Politburo, Secretariat, and especially General Secretary To Lam, as well as the concerted efforts of the entire political system and people, the socio-economic situation has continued to improve with each month better than the previous and each quarter better than the last. Overall performance in the first nine months of 2025 was better than the same period in 2024.
GDP growth in the third quarter was estimated at over 8%, bringing nine-month growth to about 7.8%, close to the planned scenario. All three economic sectors recorded good growth. Six localities achieved growth rates above 10%, while sixteen others grew over 8%.
Macroeconomic stability was maintained, inflation controlled, and major economic balances ensured. Average CPI for the first nine months increased by just over 3%. State budget revenue reached VND 1.92 quadrillion, equivalent to nearly 98% of the annual estimate, up 30.5% year-on-year. Total trade exceeded USD 680 billion, up 17.3%, with a trade surplus of around USD 17 billion.
Total social investment capital rose quarter by quarter, estimated to increase by 13% in Q3 and 11% in the first nine months. Public investment disbursement was higher than the same period last year. FDI attraction reached USD 28.5 billion, up 15.2%; realized FDI hit USD 18.8 billion, up 8.5%.
Infrastructure development continued to receive attention, particularly in transport, telecommunications, and energy, ensuring progress toward completing over 3,000km of expressways and 1,700km of coastal roads by 2025.
Business development showed positive signs: 231,000 new and re-entering enterprises were recorded in the first nine months, up 26.4%, while business closures increased only 6.8%, the lowest since 2021.
The two-level local government model has been operating smoothly and has achieved initial positive results. Decentralization, delegation of authority, and administrative reforms have been further promoted.
Social security has been ensured, and people’s living standards continue to improve. The average monthly income reached VND 8.3 million, up 10%; social welfare support amounted to VND 56.8 trillion; and 11,300 tons of rice were distributed to affected households.
Efforts in anti-corruption, thrift practice, and waste prevention have been strengthened. Many long-delayed projects have been actively addressed. National sovereignty and territorial integrity remain firmly safeguarded; defense and security have been strengthened; and social order and safety have been maintained. External relations and international integration have continued to advance, helping sustain a peaceful and stable environment for development.
Three accelerations and ten key tasks
However, alongside the positive results, limitations and challenges persist. To address these, Prime Minister Pham Minh Chinh directed ministries, sectors, and localities to focus on implementing three accelerations and ten key tasks in the coming period.

The three accelerations are: (1) accelerating public investment disbursement, removing obstacles for production and business, and striving for economic growth of 8.3-8.5%; (2) accelerating the development of science, technology, innovation, and digital transformation across all sectors and localities; and (3) accelerating the resolution of difficulties and effective operation of the two-level local government model, creating maximum convenience for citizens and enterprises.
The ten key tasks include: thoroughly preparing for the 13th Party Central Conference, the 10th session of the 15th National Assembly, and successfully organizing the Government Party Congress; maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, and promoting growth; coordinating flexible monetary and fiscal policies; closely monitoring market prices, especially State-managed goods and services; stimulating domestic consumption, and organizing the 2025 Autumn Fair successfully.
The Government will also implement the Politburo’s Resolutions (No.57, 59, 66, 68, 70, 71, and 72) promptly and effectively; accelerate the handling of long-standing, delayed projects; focus on cultural and social development, social welfare, environmental protection, and disaster response, especially addressing the impacts of storms No.9 and 10, and preparing for storm No.11; strengthen defense, security, foreign affairs, and international integration; enhance information and policy communication; and soon issue a set of criteria for evaluating officials monthly, quarterly, and annually.
In addition, the Government will prepare to start high-speed railway projects, implement solutions to remove the EC’s “yellow card” warning on IUU fishing, and the Ministry of Culture, Sports and Tourism will propose designating November 24 as Vietnam Culture Day.
Minister Tran Van Son concluded that international organizations such as ADB, IMF, and World Bank continue to give positive assessments of Vietnam’s governance and economic management. They forecast that Vietnam will remain among the countries with the highest growth rates in the region and the world in 2025.
