
Prime Minister orders ministries to complete cuts to business conditions

The Prime Minister has instructed ministries and ministerial-level agencies to urgently complete the decentralization, reduction, and simplification of administrative procedures and business conditions by May 20, 2026.
Deputy Prime Minister Phạm Thị Thanh Tra has signed Official Dispatch No.484/TTg-CĐS, issued on behalf of the Prime Minister, addressed to ministers and heads of ministerial-level agencies, calling for the strict implementation of decentralization measures and the reduction and simplification of administrative procedures and business requirements in line with approved plans.
According to the dispatch, in implementation of Conclusion No.18-KL/TW, dated April 2, 2026, issued by the 14th Party Central Committee regarding the national socio-economic development plan, national financial strategy, public debt borrowing and repayment, and the medium-term public investment plan for the 2026 - 2030 period aligned with the target of achieving double-digit economic growth, the Government issued resolutions on April 29, 2026, aimed at decentralizing, reducing, and simplifying administrative procedures, as well as cutting and streamlining business conditions.

The Prime Minister orders ministries to urgently complete the decentralization, reduction, and simplification of administrative procedures and business conditions by May 20, 2026.
Earlier, on April 30, 2026, the Prime Minister issued Official Dispatch No.464/TTg-CĐS, directing ministries, agencies, and local authorities to implement these resolutions.
Based on Report No.312/BC-BTP, dated May 7, 2026, submitted by the Ministry of Justice on the progress of implementing reductions, decentralization, and simplification of administrative procedures and business conditions under the Government’s resolutions, along with recommendations from the Government Office, the Prime Minister has issued the following directives:
Ministries and ministerial-level agencies are required to strictly comply with the directive to “urgently implement and issue guidance on the execution of resolutions already promulgated by the Government, particularly procedures related to administrative functions delegated to local authorities; and to issue, within their authority, amendments and supplementary legal documents to ensure consistency and synchronization with Government resolutions,” as stipulated in Point a, Section 1 of Official Dispatch No.464/TTg-CĐS dated April 30, 2026.
These tasks must be completed by May 20, 2026, with implementation reports submitted to the Ministry of Justice by May 22, 2026.
The ministries of Health, Education and Training, Ethnic and Religious Affairs, Construction, Foreign Affairs, Finance, Agriculture and Environment, Ministry of Industry and Trade, Culture, Sports and Tourism, Public Security, Science and Technology and the State Bank of Vietnam have also been instructed to urgently finalize and issue legal documents within their authority to further decentralize 229 administrative procedures, abolish 157 administrative procedures, simplify 188 administrative procedures, and eliminate 182 business conditions, as outlined in Point c of Sections 1, 2, and 3 of Report No.312/BC-BTP dated May 7, 2026.
These tasks must likewise be completed by May 20, 2026, with results reported to the Ministry of Justice by May 22, 2026.
In cases where proposed measures to reduce, decentralize, or simplify administrative procedures and business conditions fall outside the authority of ministers or heads of ministerial-level agencies, the relevant ministries and agencies must compile and submit these proposals to the Ministry of Justice of Vietnam by May 18, 2026, for reporting to the Prime Minister and further direction.
The Ministry of Justice is tasked with consolidating progress reports and submitting a comprehensive update on implementation results to the Prime Minister by May 30, 2026.
