According to Viet Nam News Agency (VNA) correspondents in Nay Pyi Taw, as part of his official visit to Myanmar and co-chairmanship of the 10th Meeting of the Viet Nam-Myanmar Joint Commission on Bilateral Cooperation in Nay Pyi Taw, Foreign Minister Le Hoai Trung held meetings with President of the Republic of the Union of Myanmar Min Aung Hlaing and Speaker of the House of Representatives and Chairman of the Union Solidarity and Development Party (USDP) Khin Yi on the afternoon of August 26.

The meetings took place in a cordial and friendly atmosphere. The Myanmar President welcomed the successful organization of the 10th Meeting of the Joint Commission, expressing satisfaction that it was a timely step that would help usher bilateral relations into a new phase.

Affirming that Myanmar always attaches importance to its traditional friendship and multifaceted cooperation with Vietnam, founded by President Ho Chi Minh and General Aung San, President Min Aung Hlaing expressed his belief that the outcomes of the Joint Commission meeting would help advance bilateral cooperation in a stronger, more substantive and deeper manner.

He emphasized the importance of increasing high-level and other-level exchanges and contacts through Party, State, Government and parliamentary channels, as well as people-to-people exchanges and local-level cooperation. He also called for breakthroughs in defence, economic, trade and investment cooperation.

President Min Aung Hlaing noted that although political cooperation has remained positive, economic cooperation between the two countries has declined significantly compared with the pre-COVID-19 period. Two-way trade fell from USD 853 million in 2020 to USD 590 million in 2025, and reached USD 335 million in the first six months of 2026.

As of June 30, Viet Nam had 107 valid investment projects in Myanmar, with total registered capital of USD 1.4 billion.

Emphasizing his continued support for Vietnamese enterprises such as Mytel, President Min Aung Hlaing affirmed that Myanmar would continue to create more favourable mechanisms and policies to enable Vietnamese businesses to invest and operate successfully in the country, particularly in telecommunications, education and training, agriculture, food processing, logistics, digital transformation, science and technology.

Regarding regional and international cooperation, President Min Aung Hlaing thanked Viet Nam for supporting Myanmar in ASEAN and international cooperation. He affirmed that Myanmar would continue to work closely with Vietnam and other ASEAN member states to uphold ASEAN centrality in regional and international structures.

For his part, Foreign Minister Le Hoai Trung congratulated President Min Aung Hlaing on the positive results achieved after more than 100 days of administering and governing the country. He affirmed Viet Nam's support for Myanmar in continuing measures to promote stability, reconciliation, dialogue and economic development, while ensuring security and safety and improving people's livelihoods.

To create breakthroughs in economic, trade and investment cooperation, Minister Le Hoai Trung proposed that the two sides study and establish mechanisms to unlock practical cooperation and facilitate business activities. He suggested that Myanmar consider mechanisms and policies to facilitate Vietnamese enterprises in expanding investment in the country, leveraging their strengths, creating jobs and generating long-term revenues for Myanmar.

The Vietnamese minister also proposed that the two sides study the establishment of a Viet Nam-Myanmar Digital Transformation Program, initially selecting practical projects for pilot implementation, evaluating their effectiveness and subsequently expanding successful models.

At his meeting with Speaker of the House of Representatives and USDP Chairman Khin Yi, Minister Le Hoai Trung thanked Khin Yi for receiving the delegation.

On the occasion, the Vietnamese minister conveyed greetings from National Assembly Chairman Tran Thanh Man and other senior Vietnamese leaders to the Myanmar parliamentary leader. He congratulated Myanmar on the successful organization of the general election in early 2026 and congratulated the new Myanmar Government on achieving substantive results after more than 100 days of administration and efforts to stabilize the country.

Minister Le Hoai Trung affirmed that Vietnam always attaches importance to its traditional friendship and Comprehensive Cooperation Partnership with Myanmar, and wishes to work with Myanmar to consolidate the sound political foundation and strengthen political trust in the new period through cooperation across Party, State, parliamentary and people-to-people channels.

He noted that the two countries share many cultural and historical similarities, while close ties between the two peoples have been cultivated and strengthened by generations of leaders. He affirmed that the Communist Party of Viet Nam and the USDP have considerable potential for cooperation.

The two sides agreed to increase the exchange of experience in national construction and development, particularly in overcoming challenges related to the economy, trade and investment. Minister Le Hoai Trung affirmed that Viet Nam consistently supports a peaceful, stable, united and developing Myanmar.

Chairman Khin Yi congratulated Viet Nam on its major achievements in the country's current renewal process. He expressed a desire to learn from Vietnam's experience in policymaking, socio-economic management, institution building, training and human resource development, international integration, and attracting foreign resources to serve national development objectives.

Minister Le Hoai Trung shared Vietnam's experience over 40 years of renewal and international integration, particularly the strategic policies adopted by the Communist Party of Vietnam at its 14th National Party Congress.

Highlighting the contributions of Myanmar's parliament and the USDP to bilateral relations, Minister Le Hoai Trung stressed that cooperation between legislative bodies and political parties constitutes important channels for strengthening the political foundation, mutual understanding and trust between the two countries.

He proposed that the two sides maintain contacts and exchanges of delegations at all levels, while increasing the sharing of experience in Party building, State building, governance and national development. He also welcomed Myanmar's recent establishment of the Myanmar-Viet Nam Parliamentary Friendship Group, describing it as a foundation for promoting friendly exchanges between the peoples of the two countries.

Earlier that morning, Minister Le Hoai Trung and Myanmar Foreign Minister Tin Maung Swe co-chaired the 10th Meeting of the Viet Nam-Myanmar Joint Commission on Bilateral Cooperation. Representatives of ministries and agencies from both countries also attended the meeting.

The two sides reviewed cooperation across various fields since the 9th Joint Commission meeting in March 2019, affirming the timeliness of the 10th meeting in setting out specific orientations and creating new momentum for the development of the two countries' Comprehensive Cooperation Partnership.

Welcoming new developments in bilateral relations, including the presentation of credentials by the two countries' ambassadors in July 2026 and the resumption of the Joint Commission mechanism after an interruption, the two sides agreed to step up cooperation through Party, Government, State, parliamentary and other channels at all levels, as well as between localities of the two countries.

They also agreed to improve the effectiveness of existing cooperation mechanisms, strengthen people-to-people diplomacy and deepen bilateral ties, looking toward the 10th anniversary of the establishment of the Comprehensive Cooperation Partnership in 2027.

The two sides agreed to continue promoting effective defence and security cooperation, gradually increase delegation exchanges, expand training cooperation, and enhance exchanges among young officers, as well as cultural and military sports exchanges. They will also strengthen cooperation in addressing non-traditional security challenges, including search and rescue, disaster relief, mine clearance, humanitarian assistance and military medicine.

On the occasion, Myanmar affirmed that it would continue to closely coordinate with Vietnam in combating drug-related and cybercrime. The two sides also reaffirmed that they would not allow organizations or individuals to use their respective territories to undermine the other country.

With a determination to significantly advance economic, trade and investment cooperation, the two sides agreed to organize the 11th Meeting of the Joint Trade Sub-Commission at an early date to promptly address difficulties, discuss cooperation measures and strive to achieve the target of USD 1 billion in two-way trade.

They also agreed to coordinate a review of agreements and commitments in the fields of economy, trade, customs and investment; simplify procedures for import licensing, quarantine, quality standards and customs clearance; and promote cooperation in other areas of mutual interest.

Myanmar Foreign Minister Tin Maung Swe affirmed that the Myanmar Government would create favourable conditions for Vietnamese businesses to operate securely and expand investment, particularly in areas where Myanmar has demand, such as telecommunications, education and training, agriculture and food processing.

Regarding information and telecommunications infrastructure, Minister Tin Maung Swe highly appreciated the participation of Vietnamese enterprises in providing telecommunications services in Myanmar, contributing to the development and upgrading of the country's telecommunications infrastructure. He said Myanmar was interested in developing digital government and the digital economy, and encouraged Vietnamese enterprises to actively participate in areas where they have strengths.

The two sides noted that cooperation in transport, agriculture, culture and sports, tourism, finance and banking, information and communications, and education and training had achieved encouraging results, while significant potential and strengths remained to be tapped in the coming period.

Minister Le Hoai Trung proposed that Vietnam and Myanmar coordinate with Laos to upgrade transport routes, thereby strengthening connectivity among the three countries and across mainland Southeast Asia.

On regional and international issues of mutual concern, the two sides reaffirmed the importance of maintaining peace, stability and cooperation in the East Sea. They agreed to continue coordinating and supporting each other at regional and international forums, particularly ASEAN, the United Nations and Mekong subregional cooperation mechanisms. Minister Le Hoai Trung invited Myanmar representatives to attend the ASEAN Future Forum in Hanoi in 2027.

At the conclusion of the meeting, the foreign ministers of the two countries signed the Agreed Minutes and agreed to hold the 11th Meeting of the Viet Nam-Myanmar Joint Commission on Bilateral Cooperation in Vietnam in 2027.
