
Prime Minister highlights cooperation pillars for a resilient ASEAN

On October 26 in Kuala Lumpur, Malaysia, PM Chinh participated in the high-level dialogue under the framework of the 2025 ASEAN Business & Investment Summit (ABIS 2025). Minister of Industry and Trade Nguyen Hong Dien, head of the Ministry of Industry and Trade delegation, accompanied the PM to the 47th ASEAN Summit and related high-level meetings.

With the theme “Unified Market - Towards Shared Prosperity,” ABIS serves as the largest business forum alongside the 47th ASEAN Summit and one of Asia’s most significant business gatherings this year. Held on October 25-26, 2025, ABIS 2025, organized by the ASEAN Business Advisory Council (ASEAN-BAC), brought together over 1,500 delegates, including ASEAN heads of state and senior leaders, CEOs of leading corporations, and international economic experts. The summit focused on private sector innovations to promote policy reforms and enhance ASEAN’s role in the global economy.
For many years, PM Chinh has consistently attended and delivered speeches at ABIS, demonstrating Vietnam’s deep interest and commitment to accompanying the ASEAN business community.
Vietnam emerges as one of Asia’s most dynamic growth drivers
During the ABIS 2025 discussion, PM Chinh addressed Vietnam’s economic policies and government strategies to maintain growth amid global uncertainties, innovation and digitalization, leveraging technology to enhance competitiveness, and preparing the workforce for a digital economy. Discussions also focused on Vietnam’s role as a leading manufacturing hub, efforts to enhance value chains through R&D, design, and advanced production, regional supply chain resilience, ASEAN’s role as an open and reliable partner for global business, and Vietnam’s contributions to regional and global cooperation, including promoting ASEAN’s economic agenda.

Despite global volatility, geopolitical tensions, supply chain disruptions, and reduced global demand, Vietnam maintains impressive growth, underpinned by solid economic policies, open trade, and a strong reform agenda. Equally notable is Vietnam’s balanced approach to development, promoting industrialization and digitalization simultaneously.
Balancing self-reliance and international integration
In response to a question on Vietnam’s key economic priorities and balancing growth with sustainable development, PM Chinh highlighted that despite global challenges, slow growth, multilateralism difficulties, and supply chain disruptions, Vietnam maintains economic growth, macroeconomic stability, inflation control, balanced budgets, energy security, labor market adaptation, and manageable public and external debt.
Looking ahead, Vietnam focuses on promoting growth drivers, renewing traditional ones such as investment, exports, and consumption, and fostering new ones. Public investment leads private investment under the principle “the state facilitates, enterprises pioneer, public-private cooperation, prosperous nation, happy citizens.” Vietnam also promotes export diversification, domestic consumption for a population over 100 million, and effective utilization of 17 signed free trade agreements.
New growth drivers include green economy, digital economy, circular economy, sharing economy, and creative economy. Vietnam prioritizes fast yet sustainable and inclusive growth, balancing self-reliance with deep and effective international integration.
Digital transformation as a top priority
On digitalization, PM Chinh emphasized that it is an objective requirement, strategic choice, and top priority in both thinking and action. Digital transformation is crucial for society, economic development, regional and international economic connectivity, and bridging communities and cultures. Priority areas include artificial intelligence, semiconductors, e-commerce, logistics, and digitalization of services in healthcare, education, culture, tourism, and human interactions.
Vietnam has initiated the “Digital Literacy for All” campaign to ensure every citizen participates in and benefits from digital transformation, in line with directives from Party General Secretary To Lam.
Building independent and resilient economies within ASEAN
On ASEAN resilience, PM Chinh stressed that countries must remain calm, adhere to fundamental principles while flexibly adapting solutions, and assess situations objectively. ASEAN’s unity in diversity, self-reliance, inclusive growth, and human-centered development are central principles.
PM Chinh cited examples such as strengthening intra-ASEAN supply chain connectivity when global chains are disrupted, and enhancing resilience while remaining open to global trade. ASEAN nations are encouraged to harmonize institutions, develop infrastructure (hard, soft, cultural, social, transportation, digital), and train high-quality human resources to leverage the region’s young and large population.
Investments should balance internal resources (people, nature, culture, history) with external inputs (capital, technology, governance) to promote sustainable and resilient growth. These pillars, under ASEAN unity in diversity, require flexible implementation to connect economies efficiently.
ASEAN as a family: Strong nations, stronger bloc
On ASEAN’s economic agenda, PM Chinh emphasized that each nation’s strength contributes to the bloc, and vice versa. Each country should harmonize development, maintain independence, and contribute to ASEAN’s overall growth. Vietnam stands ready to contribute in areas such as institutions, infrastructure, human resources, governance, digital and green transformation, circular economy, creative economy, science and technology, and innovation - foundations for fast, sustainable development. Experience-sharing, mutual learning, and business connectivity are crucial for linking economies, people, and cultures.
“Together, we create a combined strength for ASEAN, where each country leverages its strengths while contributing to the collective power of the bloc,” the PM stressed.
At the conclusion, PM Chinh invited delegates to Vietnam to share vision and actions, grow together, enjoy common benefits, and celebrate achievements in collaboration.
Minister Nguyen Hong Dien, accompanying the Prime Minister, will also hold bilateral meetings with multiple partners on the sidelines of the 47th ASEAN Summit and related high-level meetings.
