Over VND 1,100 trillion in projects slated for launch and completion on Dec 19

232 projects worth over VND 1,100 trillion are set for groundbreaking and inauguration on Dec 19, according to the Ministry of Construction.

Acting on the Prime Minister’s directive to prepare for the 14th National Party Congress, the Ministry of Construction (MoC) has announced that 232 major projects with a combined investment exceeding VND 1,123.7 trillion have been registered for groundbreaking and inauguration on December 19.

According to data consolidated through November 30, the initiative comprises 149 groundbreakings and 83 inaugurations, utilizing entirely domestic capital sources. Specifically, VND 537.534 trillion accounting for 48% of the total is drawn from state and local budgets, while the remaining 52% comes from other domestic sources, with no FDI involved. 

The diverse portfolio spans 35 projects from ministries, 42 from corporations, and 155 from 32 provinces and cities, featuring three projects of national importance and 55 Group A projects. 

However, the MoC noted administrative gaps, stating that two localities have yet to submit reports and several eligible projects scheduled for the December 19 window remain unregistered or statistically unaccounted for by local authorities.

In Official Telegram No.224/CD-TTg issued on November 20, 2025, the Prime Minister underscored the significance of this initiative as a major political event to welcome the 14th National Party Congress. The mass launch serves to review the strategic breakthroughs in developing synchronized, modern infrastructure achieved during the 2021 - 2025 period under the 13th Party Congress Resolution. The event is intended to affirm the nation's socio-economic achievements, mark a significant political milestone, and generate new momentum for the next phase of development.

The December 19 agenda features the commencement of critical strategic infrastructure, including the expansion of the Cam Lo - La Son expressway and the Ho Chi Minh City - Trung Luong - My Thuan expressway, completion works on the Than Vu tunnel on the Dien Chau - Bai Vot expressway, and the Lao Cai - Hanoi - Hai Phong railway.

Simultaneously, 12 projects are slated for inauguration, primarily component sections of the North - South Expressway East such as Quang Ngai - Hoai Nhon, Quy Nhon - Chi Thanh, and the Can Tho - Hau Giang - Ca Mau route. Other significant completions include Component 2 of the Bien Hoa - Vung Tau Expressway, the Cao Lanh - Lo Te and Lo Te - Rach Soi routes, bridge expansions on National Highway 1, and maritime upgrades to the Quy Nhon and Cai Mep - Thi Vai channels to accommodate larger tonnage vessels.
