The drawings of the route plan at a scale of 1/500, and location of the project, which were checked and confirmed by the Hanoi Department of Planning and Architecture, has the starting point at the intersection with Ky Vu Street in Thuong Cat Ward, Bac Tu Liem District; the end point at the intersection with Road 23B in Dai Mach Commune, Dong Anh District.

The route is determined on the basis of conformity with the Capital’s General Construction Plan, the Capital Transport Plan and the GS, Red River, and N4 urban zoning plans approved by competent authorities.
According to the plan, the Thuong Cat Bridge project has a total investment of nearly VND8.3 trillion from Hanoi city’s budget. The project is invested by the Hanoi City Traffic Construction Investment Project Management Board.
Thuong Cat Bridge is a special-grade project. The roads at both ends of the bridge are urban main roads. The typical cross-section of Thuong Cat Bridge is 31-53m, including 6 lanes for motor vehicles and 2 lanes for non-motor vehicles; separate lane.
The road to the south of the bridge is 60m wide, including a 6-lane motor vehicle approach bridge in the middle, 2 parallel mixed lanes and median strips, safety zones (traffic islands), and sidewalks on both sides of the road.
The road to the north of the bridge is 50m wide, including 4 motor lanes in the middle, 2 parallel mixed lanes and median strips, safety strips, and sidewalks on both sides of the road.
The main intersection at both ends of the bridge with the Red River vertical axes TC5 and TC13 is a turbine-shaped interchange. The intersection with other cross-roads is the intersection preliminarily determined according to approved zoning plans, which will be further studied, supplemented, and accurately determined during the process of establishing investment projects for the construction of the route and other cross-roads approved by competent authorities.
The City People’s Committee assigns the Department of Planning and Architecture to check and confirm the drawings of the route plan and the location of the project according to the approval decision of the City People’s Committee.
The City Traffic Construction Investment Project Management Board will preside over and coordinate with the People’s Committees of Bac Tu Liem District, Dong Anh District and relevant agencies to organize the public announcement of the approved route plan and project location documents so that relevant organizations and individuals know and implement them.
At the same time, it will hand over the approved route plan and project location documents to the People’s Committees of Bac Tu Liem District and Dong Anh District to serve the planning management work; organize the placement of boundary markers at the same time as the implementation of land acquisition and site clearance during the implementation of the investment project.
In particular, the People’s Committee of Bac Tu Liem District and the People’s Committee of Dong Anh District are responsible for strictly managing land and construction order on both sides of the route according to the planning and approved route plan and construction location documents.
