Nearly VND400 billion proposed for phase 1 of Hanoi’s intelligent transport system
On the morning of November 18, the Hanoi People’s Committee submitted a proposal to the City People’s Council, requesting the adoption of a Resolution on the approval of the ITS project.
The project will address existing issues and limitations, serving as a crucial tool for traffic management and operation.

The project is expected to be implemented in three phases. In Phase 1 (2025-2027), the city’s Traffic Management and Operation Center will be established and put into operation. This center will have a smart traffic management unit that, in its initial stage, will utilize nine out of 12 planned functions, such as traffic monitoring and traffic information provision.
The city has proposed two options of funding for Phase 1. Option 1 is fully outsourcing the service at a cost of VND392.9 billion over three years. Option 2 is investing in hardware infrastructure combined with outsourcing the entire system of software, operation, and maintenance services, at an estimated cost of VND402.8 billion over three years.
In Phase 2 (2028-2030), the scope and operational areas of the nine functions established in Phase 1 will be expanded. The Traffic Management and Operation Center will implement all 12 functions required by the ITS. All activities related to traffic management and operation in the city will be integrated into the center.
The city has proposed two options of funding for Phase 2. Option 1 is investing in hardware infrastructure (all facilities and peripheral equipment) combined with outsourcing the entire system of software, operation, and maintenance services, at a cost of more than VND1.195 trillion over three years. Option 2 is fully outsourcing (infrastructure, hardware, software, operation, and maintenance) at a cost of more than VND1.198 trillion over three years.
Phase 3 (post-2030) will focus on enhancing the efficiency of the ITS and developing transport infrastructure to create a smart mobility environment and position Hanoi as a city with an advanced traffic management and operation system meeting regional standards.
Phase 3 will also have two funding options. Option 1 is investing in hardware infrastructure combined with outsourcing the entire system of software, operation, and maintenance services, at a total cost of more than VND2.464 trillion over three years. Option 2 is fully outsourcing (infrastructure, hardware, software, operation, and maintenance) at a total cost of more than VND2.48 trillion over three years.
According to the Hanoi People’s Committee, the overall architecture of the ITS consists of physical architecture and information architecture. The physical architecture includes four main components: 1) ITS users (citizens, businesses, and management agencies); 2) Vehicles equipped with smart devices; 3) Intelligent transport infrastructure; and 4) Traffic operation and monitoring center of the city.
The information architecture consists of five layers: 1) Device infrastructure and connectivity; 2) Digital data; 3) Digital platform; 4) ITS applications; and 5) Communications channels between the ITS and users.
The ITS will have 12 functions, including traffic monitoring, traffic information provision, traffic control, support for handling traffic violations, public traffic management, parking management, incident management, traffic infrastructure management, among others.
Regarding investment resources, the Hanoi People’s Committee stated that Phase 1 will be implemented using an IT service outsourcing model. In the subsequent phases, it is proposed to combine investing in hardware infrastructure with outsourcing the software system and maintenance services.
The ITS project is expected to be reviewed and approved by the Hanoi People’s Council at a special session scheduled for November 19, 2024.
