MoIT named focal point for EVFTA, CPTPP and UKVFTA implementation

The Government has designated the Ministry of Industry and Trade as the coordinating body for implementing the EVFTA, CPTPP and UKVFTA .

Deputy Prime Minister Bui Thanh Son has signed Decisions No. 126/QD-TTg, 127/QD-TTg and 128/QD-TTg, designating focal-point agencies for the implementation of three free trade agreements: the EU-Vietnam Free Trade Agreement (EVFTA), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and the UK-Vietnam Free Trade Agreement (UKVFTA).

Under the decisions, the Ministry of Industry and Trade (MoIT) is assigned as the lead agency responsible for coordinating and consolidating the implementation of the three agreements by ministries, sectors and relevant agencies, and reporting to the Prime Minister. The Ministry is also tasked with leading overall coordination in developing proposals and receiving technical assistance from foreign partners during the implementation process.

The decisions also specify detailed lists of focal-point agencies for implementing chapters of each agreement; focal points for information exchange and liaison; agencies responsible for discussions on emerging issues under the CPTPP; and focal points participating in committees and working groups established under each agreement.

For the EVFTA, MoIT serves as the focal agency in charge of matters related to trade remedies; non-tariff barriers affecting trade and investment in renewable energy production; competition policy; state-owned enterprises, enterprises granted special or exclusive rights, and designated monopolies; as well as institutional, general and final provisions.The Ministry of Finance is designated as the focal agency for customs and trade facilitation and government procurement.The Ministry of Science and Technology is responsible for technical barriers to trade and industrial property.The Ministry of Agriculture and Environment is tasked with national treatment and market access for agricultural goods, as well as sanitary and phytosanitary measures.

Regarding the CPTPP, MoIT is designated as the focal agency for cross-border trade in services, competition policy, cooperation and capacity building, competitiveness enhancement, business facilitation, trade remedies and dispute settlement.The Ministry of Finance serves as the focal agency for tariff matters, customs and trade facilitation, and the provision of information and data related to state-owned enterprises.The Ministry of Home Affairs is assigned responsibility for labour-related issues.

For the UKVFTA, MoIT acts as the focal agency for trade remedies; non-tariff barriers affecting trade and investment in renewable energy production; competition policy; trade in services and e-commerce; and dispute settlement.The Ministry of Culture, Sports and Tourism is designated as the focal agency for copyright and related rights, while the Ministry of Justice is assigned as the coordinating focal point for transparency-related matters.
