Inspection assesses effectiveness of national industrial extension projects in An Giang

The Department of Innovation, Green Transformation and Industrial Extension under the Ministry of Industry and Trade, in coordination with An Giang province, has inspected the implementation of national industrial extension projects at five rural industrial establishments in Phu Quoc Special Zone, An Giang province.

Pursuant to Decision No. 315/QD-DCK dated July 22, 2026, issued by the Director General of the Department of Innovation, Green Transformation and Industrial Extension on the inspection of the implementation of national industrial extension projects in An Giang in 2026, the inspection team, led by Do Thi Minh Tram, Deputy Director General of the Department, conducted on-site inspections at beneficiary establishments.

The An Giang delegation included Nguyen Duy Linh Thao, Deputy Director of the An Giang Department of Industry and Trade, along with leaders and professional staff of the Center.

During the inspection, the team focused on assessing support for the application of advanced machinery and equipment in fish sauce production at five rural industrial establishments in Phu Quoc Special Zone. In addition to inspecting the actual investment in and operation of machinery and equipment, the team discussed with the establishments the effectiveness of national industrial extension funding, difficulties encountered during implementation, as well as proposals and recommendations concerning industrial extension mechanisms, policies and professional matters.

Productivity and revenue increase at several establishments after receiving support

At Huynh Khoa Fish Sauce Trading Co., Ltd., the inspection found that the company had invested in and purchased machinery and equipment in accordance with the national industrial extension contract in terms of quantity and type, and that the equipment was operating properly.

According to the company's representative, after receiving national industrial extension funding to invest in machinery, the company's productivity increased three to four times compared with its previous manual production methods. The company's revenue reached VND 12 billion in 2025 and is expected to grow by around 20% in 2026.

The company's products are currently distributed not only in the domestic market through a network of agents in An Giang, Nam Dinh, Hanoi, Ho Chi Minh City and several other localities, but are also exported to Australia and Malaysia. The company's production and business activities provide jobs for more than 40 workers, including direct and seasonal employees, with stable incomes of VND 8-10 million per person per month.

At Lien Hiep Aquatic Products Exploitation Co., Ltd., the inspection team found that the company had invested in and purchased machinery and equipment in accordance with the quantity and types specified in the national industrial extension contract. However, at the time of inspection, the company had not arranged workers to operate the machinery, so the team was unable to directly verify the operating condition of the equipment.

According to the company's representative, the supported machinery remains in good working condition, helping increase productivity, ensure hygiene during production and reduce product costs, thereby improving competitiveness. The company also has an advantage in securing raw materials after investing in nine fishing boats, while creating jobs for more than 40 direct and seasonal workers with an average income of VND 9-10 million per person per month.

The application of machinery has also helped the company improve product inspection and packaging. Previously, detecting foreign objects in fish sauce bottles was mainly carried out manually. Following investment in a conveyor system for CCP limit control, shrink-film application and a specialized shrink-film drying system, the inspection and removal of foreign objects, as well as the wrapping of protective film around bottle necks, are now carried out by machinery, contributing to higher food safety and hygiene standards.

At Phu Ha Private Enterprise, the machinery and equipment invested in under the national industrial extension project were also found to be in accordance with the specified quantities and types and to be operating properly.

The company's representative said the industrial extension support had contributed to improving labor productivity and production efficiency. The company's revenue in 2025 increased by around 40-50% compared with 2024, reaching approximately VND 6 billion. In the first six months of 2026 alone, revenue exceeded VND 6 billion.

The company's market currently consists mainly of domestic retail and contract manufacturing, with some products having entered supermarket chains. The enterprise currently provides jobs for around 30 direct and seasonal workers, with average incomes of VND 7-9 million per person per month.

Similarly, at Quoc Vi Co., Ltd., the inspection team found that the machinery and equipment had been invested in by the company in accordance with the requirements of the national industrial extension contract and were operating properly.

According to the company, the application of machinery has significantly improved labor productivity and reduced reliance on outsourced labor, particularly during peak periods. For anchovy raw materials, after being processed by machinery, the fish are mixed more evenly and become looser, improving the quality of the raw materials before fermentation and contributing to improved fish sauce quality.

Continuing to complete projects on schedule

At Thanh Quoc Fish Sauce Production and Trading Co., Ltd., the inspection team confirmed that the company had fully invested in the machinery and equipment specified in the contract and that the equipment was operating properly.

According to the company's report, support for investment in new machinery and equipment has helped improve productivity and product quality. Notably, the new filtration system has increased capacity from 200 liters per hour to 2,000 liters per hour, enabling the company to meet quality requirements for exports and supply products to major supermarket chains in the domestic market.

The company's products are currently sold through Coop Mart, Bach Hoa Xanh, WinMart and AEON, and exported to the United States, Australia and South Korea. In 2025, the company's revenue exceeded VND 20 billion, up around 20-30% from 2024; revenue in the first six months of 2026 reached VND 18 billion. The company currently provides jobs for around 70 direct and seasonal workers, with average incomes of VND 8-14 million per person per month.

Following the inspection, the delegation assessed that the completion of project documentation during the planning and contract-signing process by the An Giang Industrial Extension and Industrial Development Consultancy Center had basically met the schedule set out in the guidance of the Department of Innovation, Green Transformation and Industrial Extension.

The Center has also implemented support for the application of machinery and equipment at rural industrial establishments in accordance with signed national industrial extension contracts and current regulations. The An Giang Department of Industry and Trade has proactively developed documents supporting industrial extension activities, while carrying out the direction, inspection and supervision of industrial extension activities in the province.

At the working session, the An Giang Department of Industry and Trade asked the Department of Innovation, Green Transformation and Industrial Extension to provide guidance on expanding the scope of beneficiaries of the national pilot industrial extension project in 2027. On that basis, the provincial Industrial Extension and Industrial Development Consultancy Center will develop a plan to register funding for 2027 implementation.

Regarding projects and tasks in 2026, the An Giang Department of Industry and Trade proposed that the Department promptly sign contracts with the Center to carry out acceptance procedures, payment and disbursement of funding to the establishments.

At the working session, Do Thi Minh Tram directly responded to the recommendations raised by the An Giang Department of Industry and Trade and asked the province to continue strengthening inspection and supervision, promptly address difficulties and obstacles, and direct the Center to complete national and local industrial extension projects in 2026 in accordance with their approved content, objectives and schedules, while ensuring that funding is used effectively and in compliance with regulations.

The inspection team also asked the An Giang Department of Industry and Trade to advise the provincial People's Committee on consolidating and reorganizing the public service unit under the Department responsible for industrial extension activities, ensuring that its operations are aligned with the sector's requirements. The team also recommended organizing the selection of outstanding rural industrial products and encouraging communes, wards and special zones to participate, thereby strengthening activities to promote, market and develop rural industrial products.
