On September 11, at the headquarters of the Ministry of Industry and Trade, Minister Le Manh Hung chaired a thematic meeting on institution-building and the development and refinement of the legal framework for the Industry and Trade sector. The meeting was attended by Deputy Ministers Truong Thanh Hoai and Nguyen Viet Son, along with leaders of units under the Ministry.

100% of key third-quarter tasks completed

At the meeting, Ngo Duc Minh, Director of the Ministry’s Legal Affairs Department, reported on the progress of institution-building and legal development in September and the fourth quarter of 2026, focusing on the results achieved in the third quarter, the workload for the remaining months of the year, and key tasks requiring priority resources to ensure timely completion.

According to Ngo Duc Minh, the Ministry of Industry and Trade had a total of 25 tasks related to the development of legal normative documents scheduled for the third quarter of 2026. Most of these tasks have now been completed, while several remaining tasks are to be finalized in September. Notably, of the nine key tasks identified for the third quarter under the National Assembly’s legislative program and the Government’s working program, the Ministry has completed all nine, achieving a 100% completion rate.

The fourth quarter of 2026 has been identified as a peak period for institution-building and legal development. According to a review by the Legal Affairs Department, the Ministry still has 56 tasks to implement in the fourth quarter, including 13 documents that have already been submitted but require further revisions in line with directives.

The workload is therefore substantial not only in terms of the number of tasks, but also because it covers a range of important areas with direct implications for production, business activities and state management in the Industry and Trade sector.

Of these tasks, the Legal Affairs Department has identified 11 priorities requiring focused direction in September and the fourth quarter. They comprise three legislative tasks, seven tasks under the Government’s working program, and one task involving the development of a document providing detailed regulations.

He also noted that pressure on the Ministry’s legal development work would increase in the remaining months of the year following the Ministry’s assumption of responsibility for the geology and minerals sector.

The addition of a state management field with a relatively extensive system of sector-specific legal documents requires the Ministry to ensure both the timely development of legislation and the continuity and consistency of the legal framework during the transfer of functions and responsibilities.

No task must be delayed or left overdue

Concluding the meeting, Minister Le Manh Hung praised and highly appreciated the efforts made by the Ministry’s units in carrying out institution-building and legal development tasks in the third quarter of 2026, particularly the completion of all key tasks set for the period.

However, given the heavy workload expected in the fourth quarter and the emergence of new tasks, the Minister requested that all units further strengthen their sense of responsibility and mobilize resources with the highest level of focus for legal development, ensuring that no task is delayed or left overdue.

The Minister stressed that the Ministry’s leadership and heads of its units must regard institution-building and legal development as a key political task and a top priority. Heads of units must take direct charge and assume full responsibility before the Ministry’s leadership for the progress and quality of the tasks assigned to them.

The units were instructed to strictly implement the directions of the Prime Minister set out in Document No. 1093/TTg-PL dated September 8, 2026, on enhancing responsibility and strengthening discipline and administrative order in the development and promulgation of legal normative documents.

For tasks that remain to be completed in September, the Minister requested each unit to urgently review its progress and report to the relevant Ministry leader, clearly identifying any difficulties or obstacles, as well as the causes of delays, if any, and proposing solutions. For tasks at risk of falling behind schedule, units must clearly identify the work requiring immediate attention, measures to accelerate implementation and a specific completion deadline.

Alongside the development of new documents, a comprehensive review of the system of legal normative documents must be carried out in a coordinated manner. Other tasks must also be implemented strictly in accordance with assigned responsibilities, with timely completion going hand in hand with quality, ensuring that the heavy workload does not compromise the quality of policies and legal documents.

In the fourth quarter, resources must be prioritized for key tasks, including projects to amend and supplement the Law on Commerce, Law on Competition, Law on Foreign Trade Management, Law on Protection of Consumer Rights, Law on Electricity and Law on Derivative Commodity Transactions, as well as regulations and decrees concerning petroleum, fuels, gas, the development and management of markets, electrical safety, supporting industries, and chemicals.

Given the substantial legislative workload in the final months of the year, Minister Le Manh Hung tasked the Legal Affairs Department with continuing to closely monitor implementation, proactively issuing early warnings about tasks at risk of delay and coordinating with relevant units to address difficulties and obstacles.

The Ministry Office was tasked with coordinating the development of a real-time task-tracking system capable of providing progress risk alerts, thereby enhancing oversight and accountability in implementation.

The Department of Personnel and Organisation was instructed to work with the Legal Affairs Department to study and propose plans to strengthen the legal affairs workforce in response to the increasingly demanding requirements of institution-building and legal development.

Units were also asked to work closely with the Legal Affairs Department, proactively identify and immediately propose solutions to regulations that are causing problems in practice, rather than waiting until the entire comprehensive review process has been completed before making recommendations for amendments.

The overarching requirements set by Minister Le Manh Hung are to strengthen discipline and administrative order, reinforce the accountability of heads of units, and proactively address bottlenecks at an early stage. During the peak period in the final months of the year, institution-building and legal development must not only meet deadlines but also ensure the quality, feasibility and consistency of the legal framework, thereby providing a sound legal foundation for effective state management and the development of the Industry and Trade sector.
