Industrial promotion provides new momentum for rural industry

Industrial promotion is not only providing resources for production establishments but is gradually becoming a tool to encourage technological innovation, improve competitiveness and create new momentum for rural industrial development in the new development space of Da Nang City.

From financial support to technological innovation

As part of the industrialization and modernization of rural areas, industrial promotion policies are playing an increasingly practical role in creating opportunities for rural industrial (CNNT) establishments to develop, improve productivity and product quality, and enhance competitiveness.

According to Do Viet Hong, Director of the Da Nang Center for Industrial Promotion and Trade Promotion, the development of rural industry contributes to restructuring the rural economy towards industrialization and modernization. It also helps production establishments improve their competitiveness, proactively integrate into the economy and contribute to new-style rural development.

Implementation in Da Nang shows that the value of industrial promotion programs lies not only in the amount of direct financial support but, more importantly, in their ability to encourage businesses and production establishments to mobilize additional resources to invest in machinery, equipment and production methods.

In 2025, the Department of Industry and Trade implemented local industrial promotion programs with a total budget of VND 6.45 billion. Of this amount, 12 projects supporting the application of machinery and equipment and the transfer of advanced technologies to industrial and handicraft production were implemented for 12 establishments, with total support of VND 3.183 billion.

This is one of the measures that directly affect the production capacity of rural industrial establishments. Access to new machinery, equipment and technologies gives these establishments better conditions to improve productivity and product quality, gradually standardize production processes and expand their production scale.

Alongside technological innovation, Da Nang's industrial promotion program has also focused on cleaner production. In 2025, the city supported the development of five pilot models applying cleaner production and provided cleaner production assessment consultancy for five establishments, with total funding of VND 1.449 billion.

The combination of technology support and cleaner production shows that the scope of industrial promotion policies is expanding. The objective is not only to help establishments increase output but also to encourage more efficient use of resources, energy savings, better production management and greater adaptability to new market requirements.

According to the Da Nang Center for Industrial Promotion and Trade Promotion, although industrial promotion funding accounts for only part of the total investment of businesses and rural industrial establishments, the program has effectively served as seed capital, encouraging establishments to mobilize counterpart funding to invest in machinery, equipment and technology. This has helped mobilize additional social resources for industrial and handicraft production, creating jobs, increasing incomes and improving product competitiveness.

Comprehensive support from production to market

A notable feature of Da Nang's industrial promotion activities is that support for rural industrial establishments is no longer limited to production, but is gradually expanding to brand development, packaging improvement, product protection and trade promotion.

In 2025, the development of rural industrial products was strengthened through the selection of outstanding products. In the former Quang Nam province, 38 products were recognized, including 23 handicraft products and 15 processed food products. The city also organized the 2025 selection of outstanding rural industrial products, with 34 products from 29 establishments registered to participate, of which 22 products were recognized.

The selection process is not merely intended to honor products. It also provides a basis for promoting brands, preserving traditional industries and expanding markets.

At the same time, the industrial promotion program supported industrial property registration for three establishments and provided consultancy on product design and packaging for five establishments. These activities contributed to increasing brand value, strengthening legal protection and improving the appeal of products in both domestic and export markets.

Market linkages have also received attention. During the year, Da Nang organized six delegations to participate in fairs and exhibitions featuring rural industrial products, gifts and Industry and Trade fairs in Hanoi, Ninh Binh, Tuyen Quang, Dong Nai and Da Nang. More than 30 participating businesses and establishments introduced the city's rural industrial products at these events.

Alongside direct support for businesses, capacity building was carried out through training courses on production management, energy efficiency and cleaner production. This provides an important foundation for rural industrial establishments to adopt new management approaches and improve their ability to adapt to market conditions.

Industrial promotion in the new development space

In 2026, Da Nang's local industrial promotion program was allocated VND10.8 billion. The city plans to support 29 projects applying advanced machinery and equipment, three cleaner production assessment models, five projects supporting brands and product packaging, and participation in five fairs and exhibitions featuring outstanding rural industrial products in provinces and cities.

Going forward, the focus will remain on technical demonstration models, technology transfer and the application of advanced machinery based on science and technology and the achievements of the Fourth Industrial Revolution. At the same time, industrial promotion will support the development of goods production at scale and along value chains, linking raw material areas with processing and consumption, leveraging the strengths of each region and meeting market demand.

Following the merger, the new development space of Da Nang City is also expanding the scope and potential for rural industrial development. This provides conditions for industrial promotion policies to further strengthen their role in connecting resources, technology, production and markets.

Alongside improving policy mechanisms, Da Nang plans to accelerate administrative reform, apply software on its website to facilitate businesses' registration of projects, strengthen the capacity of industrial promotion officials and enhance coordination among departments, agencies and localities in implementing the program.

“Industrial promotion should not be limited to providing financial support for production establishments. It must become a tool to promote technological innovation, improve competitiveness and create momentum for rural industrial development in the new development space of Da Nang City,” Do Viet Hong emphasized.

This approach also reflects a shift in the way the policy is implemented: from supporting individual projects to creating incentives for rural industrial establishments to innovate, invest and participate more deeply in value chains. When industrial promotion funding serves as “seed capital,” each support package can mobilize additional social resources for technology investment, product development and market expansion, contributing to a rural industrial sector with higher productivity, quality and competitiveness.
