(VEN) - On the afternoon of December 17, the Government Office issued Notice No. 558/TB-VPCP, concluding the remarks of Deputy Prime Minister Tran Hong Ha at a meeting on the investment project to expand the Ho Chi Minh City (HCMC) - Trung Luong - My Thuan Expressway.

Urgent efforts are needed to begin the expansion of the HCMC - Trung Luong - My Thuan Expressway in the second quarter of 2025

The notice stated that following the Prime Minister's July-2023 directive regarding the expansion of the HCMC - Trung Luong - My Thuan Expressway, the Ministry of Transport was tasked with researching and proposing the investment. However, the project's implementation progress has not met the requirements.

To ensure the progress target, the Ministry of Transport has been instructed to promptly complete the necessary procedures and proceed with the next steps to commence construction in the second quarter of 2025.

Deputy Prime Minister Tran Hong Ha agreed in principle with the investment scale proposed by the Ministry of Transport and the investor. However, the Ministry and the investor need to further discuss with the relevant localities to agree on the optimal investment scale that is feasible and allows for the earliest possible implementation. It is imperative to avoid a situation where the project, once completed, causes traffic congestion in the short term. The Ministry of Transport, the investor, and the consulting units are responsible for the accuracy of data calculations and traffic volume forecasts.

As per the Prime Minister’s directive, the project could be assigned to either local authorities or the Ministry of Transport as the leading agency. The Ministry will coordinate with Tien Giang Province to finalize the most appropriate plan, ensuring the project is implemented swiftly and efficiently. The agreed plan must be submitted to the Prime Minister before January 2025.

Deputy Prime Minister Tran Hong Ha assigned the Ministry of Transport, in collaboration with the Ministry of Planning and Investment, to propose an investor selection plan following the provisions of the 2023 Bidding Law and the amended Bidding Law of 2023 (Law No. 57/2024/QH15). The selected investor must possess the capacity and experience required to implement the project at the earliest opportunity.

The Ministry of Transport will urgently coordinate with relevant localities to prepare site clearance plans and complete necessary procedures to expand the HCMC - Trung Luong Expressway to a10-12 lane road according to the approved plan. The Ministry will work closely with the Ministry of Planning and Investment and the Ministry of Finance to ensure timely allocation of funds for the project, avoiding unnecessary costs./.
