Supporting Development

To establish a legal framework and appropriate support mechanisms for industrial promotion, on January 18, 2021, the Hai Phong People’s Committee issued Decision No. 191/QD-UBND approving the city’s Industrial Promotion Program for the 2021–2025 period. The program aims to support the development of rural industry, enhance business competitiveness, promote economic restructuring, and generate employment for local workers.

In 2021, the Ministry of Industry and Trade approved one national industrial promotion project for Hai Phong, while the municipal People’s Committee approved seven local projects and one funding estimate under the local industrial promotion scheme, with a total support budget of VND 3,108.129 billion. Of this, VND 600 million came from the national fund and VND 986.629 million from local sources. Notably, 15 outstanding rural industrial products received certification, 12 of which were nominated for regional recognition in 2022.

Looking ahead to 2025, the Hai Phong Center for Industrial Promotion and Industrial Development Consultancy will continue to implement projects that assist enterprises in adopting advanced machinery and equipment, building technical demonstration models, and transferring technologies. These activities encourage businesses to invest boldly in expanding production, improving productivity and product quality, and accessing broader markets.

In addition to investment support, Hai Phong’s industrial promotion also focuses on connecting supply and demand and expanding product distribution channels. Each year, the city supports rural industrial enterprises and production facilities to actively participate in nationwide trade promotion programs, integrate into distribution chains, and sell products on e-commerce platforms. One highlight is the annual “Hai Phong Promotion Month,” which features a range of attractive themes. The event consistently attracts participation from around 1,000 enterprises of all economic sectors, showcasing tens of thousands of products — including many rural industrial goods and traditional handicrafts.

A vision for sustainable growth

To further improve the effectiveness of industrial promotion in 2025 and beyond, the Hai Phong Center for Industrial Promotion and Industrial Development Consultancy will continue to carry out projects and tasks in alignment with the approved 2021–2025 city program.

There will be an emphasis on providing guidance, monitoring, and timely resolution of any difficulties arising during implementation to ensure tasks are completed on schedule and to a high standard of quality and effectiveness.

Efforts will also be stepped up to promote industrial promotion activities in trade promotion and e-commerce, and to innovate market connectivity initiatives for local rural industrial enterprises. This includes active participation in domestic trade fairs and supply-demand matching conferences.

With the results achieved, a representative of the Hai Phong Center for Industrial Promotion and Industrial Development Consultancy emphasized that industrial promotion activities play a crucial role in encouraging and motivating individuals and businesses to invest in the development of industry and handicrafts. In particular, these efforts promote the application of modern science, technology, and machinery to enhance productivity, product quality, competitiveness, and overall economic efficiency.

At the same time, Hai Phong’s industrial promotion initiatives are increasingly affirming their vital role in fostering rural industrial development, thereby contributing to the nation’s broader goals of industrialization and modernization.
