Support Capped at 50%, with specific ceilings
Under Resolution No. 39, a range of industrial promotion activities are eligible for varying levels of support. For initiatives involving the application of advanced technology in production, the province has set clear funding guidelines.
Specifically, demonstration models aimed at introducing new technologies and producing new products are eligible for financial support of up to 30% of total costs, capped at VND 400 million per model. These costs may include construction, procurement of machinery and equipment, and the preparation of technical documentation and production processes for demonstration purposes.
In addition, demonstration models developed by effective rural industrial establishments to promote wider adoption may receive support of up to VND 50 million per model. Eligible expenses include the completion of technical and production process documentation used in technology demonstration activities.

Pilot models applying cleaner production practices in industrial facilities are also supported. These may involve the replacement of raw materials, technological upgrades, skills training for workers and managers, product marketing, and documentation development. The maximum level of support for such models is 30% of total costs, with a ceiling of VND 300 million per model.
Projects involving the adoption of advanced machinery and equipment, technology transfer, or the application of scientific and technical advances in rural industrial and handicraft production are eligible for support of up to 50% of project costs, not exceeding VND 200 million per facility. Where support is provided solely for technological lines, the ceiling is 1.5 times the aforementioned amount.
Among the various items covered under Resolution No. 39, those related to technological modernization receive the highest levels of support—second only to the upgrade and repair of environmental treatment systems at industrial clusters, which are eligible for support of up to VND 600 million per cluster. However, this is considered a separate category due to its large-scale infrastructure nature and associated funding requirements.
Proven sesults despite budget constraints
Despite being a mountainous province with limited budgetary resources, Ha Giang has prioritized technological innovation and gradual modernization of rural production equipment as a key driver of industrial development. The provincial Department of Industry and Trade has been actively implementing this approach over the years.

In 2024, using local industrial promotion funds, the Department supported two investment projects focused on machinery and technology upgrades. One such project, "Support for the Application of Advanced Machinery in the Processing of Dried Radish," was implemented at Xin Man Agricultural Production Cooperative in Xin Man Commune, Xin Man District. According to Cooperative Director Dinh Thi Hue, the funding enabled the purchase of four heat pump dryers (3,500 kg/24h capacity), two vegetable washing machines (3,500 kg/h), and two radish slicers (1,000 kg/h), all newly manufactured. The introduction of this equipment has improved the production process, reduced costs, and increased business efficiency.
Another project, "Support for the Application of Advanced Machinery in the Production and Processing of Black Tea," provided Hung An Tea Joint Stock Company with a continuous fermentation machine with a capacity of 35 tons/day. The adoption of advanced equipment has enhanced the company’s production capacity and revenue growth.
These initiatives underscore the effectiveness of Ha Giang's industrial promotion program in empowering rural industrial facilities and enterprises to strengthen their capacity and competitiveness. More importantly, they highlight the critical role industrial promotion plays not only in industrial development but also in the overall economic progress of the province.
Vice Chairman of the Ha Giang Provincial People's Committee Tran Duc Quy has commended the industrial promotion program for its role in boosting the province’s economic development. He emphasized that while Ha Giang still faces significant challenges, particularly in rural industrial product quality and output, the program is vital for expanding production and promoting local products. The provincial leadership has expressed hope that the Ministry of Industry and Trade will continue to support national-level industrial promotion policies and funding to assist local enterprises and cooperatives in enhancing their production capacity and product quality. Such support would help create stable employment and gradually improve workers’ incomes.
Between 2005 and 2024, the Ha Giang Center for Industrial Promotion and Trade Promotion advised the provincial Department of Industry and Trade in effectively implementing 310 projects. These projects offered diverse and practical support for rural industrial establishments across the province. |
