GoGlobal aims to provide training for 10,000 businesses by 2030

The GoGlobal Program was developed to institutionalize Resolution No. 68-NQ/TW on private sector development and the Government’s Resolution No. 138/NQ-CP promulgating the Government’s Action Plan to implement the Political Bureau’s Resolution No. 68-NQ/TW dated May 4, 2025, on private sector development. Approved by the Prime Minister under Decision No. 626/QD-TTg dated April 6, 2026, the Program aims to support Viet Nam’s private sector in expanding its presence overseas in a comprehensive, effective and sustainable manner and integrating more deeply into global supply and value chains.
By 2030, the GoGlobal Program aims to provide training for at least 10,000 businesses and consultancy services for 1,000 businesses to develop internationalization plans; provide intensive support for 100 businesses investing overseas, with 30% doing so through mergers and acquisitions (M&A); support 100 businesses in participating in regional and global value chains, including at least 20 large businesses in key industries; and enable 100 businesses to operate effectively on cross-border e-commerce platforms, including at least 10 businesses achieving online export revenues of more than USD 10 million.

In his opening remarks, Deputy Minister Luong Hoang Thai said that all countries seeking to develop their economies need to reach out to the world. Expanding abroad enables businesses to compete in global markets, thereby enhancing the competitiveness of domestic enterprises and strengthening the position of the economy as a whole. At the same time, international expansion allows businesses to absorb technologies from more advanced economies, acquire new skills and learn from external experience to support their development and advancement.
Given this significance, the Deputy Minister stressed that the GoGlobal Program represents a major and important policy initiative within the country’s broader development strategy, contributing to realizing the nation’s aspiration to rise to a new level.
However, he noted that this is a challenging task. While international experience from countries that have gone before is available, the global landscape has changed considerably. Viet Nam has studied the experience of countries such as Japan and the Republic of Korea, but the key issue now is how to apply those lessons in a manner suited to the current international context and Viet Nam’s own circumstances.

According to the Deputy Minister, Viet Nam has established a systematic framework for the GoGlobal Program. Rather than focusing solely on individual industries or specific products, the Program provides an overarching approach to supporting businesses in expanding internationally while enabling concrete results to be measured.
Citing successful international experience, Deputy Minister Luong Hoang Thai referred to Japan’s “flying geese” model, under which leading enterprises move ahead first, drawing along satellite companies and other businesses in the same industry to develop together. In Viet Nam, however, resources remain limited. The GoGlobal Program is therefore designed to focus resources on supporting businesses in their development and international expansion.
For this reason, the Deputy Minister emphasized that the meeting was of particular importance. Although it was the Steering Committee’s first meeting, it would lay the foundation for the entire implementation of the Program throughout the 2026 - 2030 period. The work ahead would be even more important, with ministries and sectors required to develop plans for the subsequent period, particularly for 2027, in an effective and practical manner. At the same time, a unified mechanism needs to be established as a foundation for the Program to be implemented systematically and consistently and in line with its stated objectives.
Against this backdrop, the Deputy Minister called on members of the Steering Committee to provide practical and specific input. As those directly involved in advising on the Program, they play an important role in translating its orientations into concrete measures.
Laying the groundwork for GoGlobal implementation
Over the past month since the Steering Committee for the GoGlobal Program for the 2026 - 2030 period was established, the Ministry of Industry and Trade, as the standing agency, has worked closely with relevant ministries and agencies to make initial progress in completing the legal framework and organizational structure. Regulations on the management and implementation of the Program have been issued; the Program Office has been established under the Viet Nam Trade Promotion Agency; and ministries and localities have been provided with guidance on developing plans, preparing budget estimates and establishing Local GoGlobal Programs. To date, seven provinces and cities have issued their own local programs.
These initial results are encouraging. However, much remains to be done to meet the requirements and schedule set for the Program. In particular, the participation and coordination of several ministries and agencies in preparing plans and budget estimates remain limited, while the Program’s targets have yet to be specifically allocated to individual ministries, sectors and localities.

The first meeting will lay the foundation for the implementation of the Program throughout the 2026 - 2030 period.
At the meeting, the Steering Committee was set to hear a report on the Program’s implementation to date and discuss and decide on several major, foundational issues. These included adopting the Steering Committee’s regulations on organization and operation and assigning specific responsibilities to each member, as well as approving a plan to achieve the Program’s objectives, with specific targets to be allocated to ministries, sectors and localities.
The Steering Committee was also set to consider plans for a conference to officially announce the GoGlobal Program; a proposal to study the establishment of a fund or another appropriate mechanism to support businesses in expanding into international markets; a proposal to establish an expert advisory council for the Program; and issues concerning resources and the frequency of future Steering Committee meetings.
These are all important matters, some of which are directly related to financial mechanisms, the state budget and Viet Nam’s international commitments. They therefore require careful consideration, particularly in-depth professional input from representatives of the Ministry of Finance, the State Bank of Viet Nam and other relevant ministries and sectors.
The GoGlobal Program marks an important shift in thinking on supporting Vietnamese businesses in international economic integration: from assistance for individual activities and stand-alone events to support throughout businesses’ international development journey; and from a mindset focused simply on “taking goods abroad” to proactively building the presence, brands and standing of Vietnamese businesses in international markets.
