Strengthening political trust
On January 26, at the headquarters of the Party Central Committee, General Secretary To Lam held phone talks with General Secretary of the Communist Party of China (CPC) Central Committee and President of the People’s Republic of China Xi Jinping. The talks took place in a special context, immediately following the successful conclusion of the 14th National Congress of the Communist Party of Vietnam (CPV), and carried important significance in consolidating political trust and shaping relations between the two Parties and the two States in a new stage of development.

At the outset of the phone call, General Secretary To Lam expressed his pleasure at exchanging views with General Secretary and President Xi Jinping. He sincerely thanked the CPC Central Committee for sending an early congratulatory message to the 14th National Congress of the CPV, and warmly thanked comrade Xi Jinping for his congratulatory letter on the occasion of Comrade To Lam’s election to continue serving as General Secretary of the CPV Central Committee.
On behalf of the Party, State and people of China, General Secretary and President Xi Jinping warmly congratulated the 14th National Congress of the CPV on its great success, and congratulated comrade To Lam on his election as General Secretary of the new-term CPV Central Committee.
President Xi Jinping expressed confidence that, under the strong leadership of the CPV Central Committee, with General Secretary To Lam at its helm, Vietnam would successfully implement the Resolution of the 14th National Congress and achieve the two “centenary goals” marking the anniversaries of the founding of the Party and the founding of the State.
Sharing key outcomes of the 14th National Congress, General Secretary To Lam stressed that the Congress had fulfilled a major historic responsibility by comprehensively reviewing Vietnam’s revolutionary practice after 40 years of renewal, and by setting out major goals and orientations not only for the next five-year term but also strategic directions shaping the future and destiny of the Vietnamese nation in a new era of development. Vietnam remains steadfast in its goal of building a peaceful, independent, democratic, prosperous, civilized and happy country, steadily advancing towards socialism.
General Secretary To Lam reaffirmed Vietnam’s consistent pursuit of national independence associated with socialism; its people-centred approach, viewing the people as the subject, goal and driving force of development; the establishment of a new growth model; and the unwavering implementation of an independent, self-reliant and resilient foreign policy of peace, friendship, cooperation and development, alongside multilateralization and diversification of external relations.
On this occasion, General Secretary To Lam congratulated China on its major development achievements under the leadership of the CPC Central Committee, with General Secretary and President Xi Jinping as the core. He reaffirmed Vietnam’s consistent adherence to the "one-China" policy, highly valued China’s role as a responsible major country contributing to peace and development in the world and the region, and expressed Vietnam’s support for China’s initiatives on development, security, civilization and global governance.
Promoting stable, sustainable and long-term Vietnam - China relations
On the solid foundation of strong political trust, General Secretary To Lam emphasized that Vietnam always attaches great importance to and prioritizes the development of relations with China, stressing that Vietnam - China relations should continue to serve as a pillar of long-term stability and deep strategic connectivity. The Party and State of Vietnam stand ready to work with the Party and State of China to further strengthen bonds between the two socialist neighbouring countries under Party leadership, accompanying and supporting each other in realizing their respective development aspirations and visions.
General Secretary To Lam proposed that the two sides elevate political trust to a new level to comprehensively guide cooperation across all fields; continue to enhance frequent and flexible high-level exchanges; give full play to the pillar role of diplomacy, defence and public security; and promote breakthroughs and more substantive progress in practical cooperation.

On economic cooperation, General Secretary To Lam suggested that General Secretary and President Xi Jinping give attention and guidance to expanding imports of Vietnamese goods, particularly agricultural and aquatic products; accord the highest priority to railway cooperation; strengthen high-quality investment cooperation linked with technology transfer and human resource training; and promote science and technology cooperation as a new highlight in bilateral relations. He also expressed the hope that both sides would continue to foster friendship, mutual understanding and trust between the two peoples, and further promote tourism cooperation.
For his part, General Secretary To Lam and General Secretary and President Xi Jinping affirmed that China stands ready to work with Vietnam to further deepen the Comprehensive Strategic Cooperative Partnership and elevate the building of a China - Vietnam community with a shared future of strategic significance to a new level in line with the “six more” orientation.
Comrade Xi Jinping agreed with General Secretary To Lam’s assessments of the international and regional situation and the measures proposed to advance relations between the two Parties and the two countries. He affirmed China’s readiness to strengthen high-level exchanges, exchanges and mutual learning in Party governance and state governance, and to effectively operate the Steering Committee for Bilateral Cooperation as well as cooperation mechanisms in diplomacy, defence and public security.
He emphasized that China is willing to import high-quality Vietnamese agricultural products and will continue to encourage Chinese enterprises to invest and do business in Vietnam. Building on positive progress in railway cooperation, China is ready to intensify exchanges within the framework of the China - Vietnam Joint Committee on Railway Cooperation to advance railway cooperation in a more substantive manner.
To strengthen the social foundation and grassroots support for China - Vietnam friendship, comrade Xi Jinping expressed the hope that both sides would effectively promote youth exchanges, subnational cooperation, and media and information exchanges. He also affirmed China’s readiness to support Vietnam in building the Museum of the Communist Party of Vietnam.
The two sides agreed to maintain close exchanges and coordination at multilateral forums, and to better manage and control differences.
On the occasion of the upcoming Lunar New Year 2026, the two General Secretaries exchanged New Year greetings to the two Parties, the two States and the peoples of both countries, wishing continued major achievements in the cause of building socialism in each country, peace and prosperity for the two peoples, and healthy, stable and sustainable long-term development of Vietnam - China relations.
