
Vietnam welcomes United Nations convention on cybercrime signing

Distinguished leaders of nations, esteemed international friends,
On behalf of the State and people of Vietnam, I extend my warmest welcome to you to the capital city of Hanoi - the City for Peace for the Opening for Signature of the United Nations Convention on Countering Cybercrime, held under the theme “Countering Cybercrime - Sharing Responsibility - Looking to the Future” on 25 and 26 October 2025.In the digital era, cybercrime is not only a challenge to individual nations, but also a global threat that endangers security, political stability, economic development, and social life. Vietnam has always regarded the fight against cybercrime as a priority of its national security policy, while actively joining the international community in this common struggle.Vietnam is fully aware that, given the borderless nature of cyberspace, combating cybercrime effectively requires solidarity, cooperation among nations, and respect for the rule of law.

The Convention establishes a legal framework for international cooperation in the fight against cybercrime, ensuring that member states, particularly developing and vulnerable countries, receive support and are enabled to strengthen their capacity to confront this type of crime.
The adoption of the Convention on Countering Cybercrime by the United Nations General Assembly in December 2024, and the decision to hold its Opening for Signature in Hanoi, stand as vivid testimony to the shared responsibility of nations in protecting cyberspace - the common asset of all humanity.
We expect this event not merely to serve as a legal procedure, but also to become a foundation for promoting dialogue, sharing experiences, strengthening partnerships among governments, international organizations, and the private sector, and a forum for advancing the implementation of the United Nations Convention and enhancing global cooperation in countering cybercrime.
I firmly believe that, with the participation and commitment of all nations, the Opening for Signature of the Convention in Hanoi will become a historic milestone. It will reaffirm the value of multilateralism with the United Nations at its center and send a strong message of our collective determination to fight cybercrime and to build a world of peace, justice, and respect for the rule of law - for the benefit of today’s and future generations.On this solemn occasion, on behalf of the State and people of Vietnam, I extend my sincere gratitude to all nations, international organizations, and friends across the five continents for your constant support and companionship with Vietnam.With deep respect, I express my gratitude and look forward to welcoming you in Hanoi.
