Deepening strategic partnership
Expressing his pleasure at the meeting, Vice Chairman Le Minh Hoan extended congratulations to Russia on the successful organization of the 11th Neva International Ecological Congress, which gathered representatives from 76 countries and 17 international organizations. He noted that this reflected global recognition of the urgency of environmental issues and Russia’s leadership in addressing ecological challenges and broader global concerns.

Vice Chairman Hoan reaffirmed that the Party, State, and people of Vietnam deeply appreciate the invaluable support and assistance extended by the former Soviet Union and Russia during Vietnam’s national defense and reconstruction. He emphasized Vietnam’s consistent foreign policy of independence, self-reliance, diversification, and multilateralization, in which Russia and traditional friends are always held in high regard.
Deputy Chairman Melnikov noted that 2025 would mark a significant milestone in the histories of both nations, as well as in bilateral relations, with a series of activities planned to commemorate the 75th anniversary of diplomatic ties. He also extended his congratulations to Vietnam on the 50th anniversary of national reunification and the upcoming 80th National Day celebration.
Both sides acknowledged the notable progress in Vietnam–Russia cooperation, particularly following President Vladimir Putin’s state visit to Vietnam in June 2024 and General Secretary To Lam’s official visit to Russia in May 2025. Ministries, agencies, and localities of both countries are actively implementing the outcomes of these high-level visits to realize the full potential of bilateral ties.
The two sides reiterated the vital role of parliamentary cooperation in strengthening the Vietnam - Russia Comprehensive Strategic Partnership. They agreed to boost high-level delegation exchanges, enhance the legal framework, and facilitate conditions for investors and businesses from both countries to expand cooperation and explore each other’s markets.
Vietnam and Russia also pledged to closely coordinate preparations for the 4th meeting of the Inter-Parliamentary Cooperation Committee, scheduled for 2025. The meeting aims to implement and materialize the vision and agreements reached during General Secretary To Lam’s visit to Russia.
Boosting education and tech ties
On this occasion, Deputy Chairman Melnikov invited Vice Chairman Hoan and the Vietnamese delegation to observe a plenary session of the State Duma of Russia.
Earlier on the morning of May 27, Vice Chairman Hoan and his delegation visited the National University of Science and Technology MISiS, one of Russia and the world's leading research and academic institutions with over 100 years of history. The university is currently home to more than 50 Vietnamese students and doctoral researchers.

At the meeting, Vice Rector Andrey Voronin provided an overview of the university’s history, traditions, facilities, academic programs, and major strategic research projects underway. He also guided the delegation through key facilities such as the Superconducting Quantum Technology Laboratory and the Advanced Prototyping Engineering Center.
Highlighting education, training, and science and technology as strategic pillars in Vietnam–Russia relations, Vice Chairman Hoan expressed Vietnam’s interest in promoting cooperation in scientific research, particularly in fields like AI, advanced technologies, and quantum science, to support each country’s sustainable development. He emphasized that Vietnam welcomes partnerships with countries that have advanced education systems, with Russia occupying a special place due to its great potential and long-standing cooperation.
University leaders shared that MISiS offers flexible programs and diverse specializations, and expressed a strong desire to expand cooperation with Vietnamese universities and institutions. They affirmed their willingness to provide favorable conditions for Vietnamese students, contributing to national development.
Vice Chairman Hoan welcomed these efforts and underscored the importance of expanding cooperation not only between academic institutions but also between universities and private sector enterprises in Vietnam.
On this occasion, the Vice Chairman and members of the delegation met with Vietnamese students and researchers at MISiS. He affirmed that the Party and State place strong emphasis on developing human resources in science and technology—an essential driver of national progress in the era of knowledge, innovation, and sustainable development. He encouraged the students to continue their academic pursuits and contribute meaningfully to Vietnam and international cooperation. |
