At the meeting, the two ministers conducted comprehensive discussions on economic, trade, industrial, and energy cooperation between the two countries, while agreeing on a number of key orientations to further promote Vietnam - Laos cooperation in the coming period.

Both sides affirmed that, amid increasingly complex regional and global developments, the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos remain a solid foundation for enhancing coordination and mutual support, particularly in key sectors such as trade, energy, and industry.
Regarding trade cooperation, the two sides acknowledged positive outcomes in recent years, with bilateral trade turnover reaching approximately USD 3 billion in 2025, up more than 30% compared to 2024. The two ministers agreed on the need to continue implementing synchronized solutions to achieve a target of USD 5 billion in bilateral trade by 2030, with a longer-term goal of USD 10 billion thereafter.

In the field of energy, electricity cooperation continues to be identified as a key pillar. The two sides agreed to coordinate in implementing power projects, prioritizing research on the development of 500kV transmission lines, particularly connections from northern Laos to northern Vietnam, ensuring alignment with each country’s power development plans and improving investment efficiency.
The two sides also discussed both short-term and long-term measures to ensure energy security, including cooperation in developing petroleum infrastructure such as pipeline systems, storage facilities, and distribution networks. They agreed to continue close coordination in studying and implementing appropriate solutions to strengthen energy infrastructure connectivity and ensure stable supply for each country.
In terms of industrial and mineral cooperation, the two ministers agreed to promote development along integrated value chains from extraction to processing and manufacturing while exploring the establishment of industrial parks and processing zones linked to mining activities in Laos. This approach aims to enhance added value and investment efficiency, while meeting new regulatory requirements of the Lao side.

Both sides also agreed to step up trade promotion and market connectivity, with a focus on diversifying promotion methods, including e-commerce, cross-border trade, and business networking activities, in order to boost bilateral import-export activities.
Regarding infrastructure connectivity, the two ministers expressed support for the development of strategic infrastructure projects between the two countries, including railways, roads, and logistics systems. They emphasized that infrastructure development should be closely aligned with industrial, energy, and trade infrastructure to optimize connectivity between the two economies.
Notably, the two ministers agreed to establish a joint coordination mechanism at the deputy ministerial level, with the participation of relevant focal units, to monitor, expedite, and promote the implementation of cooperation initiatives in industry, trade promotion, energy, and petroleum. Both sides will develop a list of specific tasks with clear timelines, enhance information exchange, and apply digital solutions to ensure effective and substantive implementation.
The meeting took place in a spirit of friendship, sincerity, and mutual understanding, contributing to the concretization of high-level directives from both countries’ leadership and creating new momentum to advance Vietnam - Laos economic, trade, and energy cooperation in a more substantive, effective, and sustainable manner.
