He also commended the leadership role, strategic vision and steadfastness demonstrated under the leadership of General Secretary To Lam, and expressed confidence that Vietnam will continue to advance steadily and successfully achieve the goals set for 2030 and 2045.

On behalf of Vietnam and its people, General Secretary To Lam sincerely thanked First Secretary and President Miguel Diaz-Canel, along with Cuban leaders, for their close attention to this major political event, as well as for their warm and heartfelt congratulations extended to Vietnam and to him personally.

General Secretary To Lam affirmed that the 14th National Congress was a great success, fulfilling its significant historic mission.

The Congress reviewed the implementation of the Resolution of the 13th National Congress, assessed 40 years of renewal, and evaluated the results of implementing the national platform and socio-economic development strategy. It set out objectives, orientations and tasks for the next five years, and decided on issues of strategic importance for the future and destiny of the Vietnamese nation in a new era of development.

He emphasized that, while remaining steadfast in the goals of national independence and socialism, the Congress identified a consistent guiding viewpoint that places the people at the center as the subject, the goal, the driving force and the resource of development. For the first time, it supplemented the “theory on the path of renewal” as a key ideological pillar, alongside continued adherence to Marxism-Leninism and Ho Chi Minh Thought. It also defined the task of establishing a new growth model based on the knowledge economy, digital economy, green economy and circular economy, while promoting the full roles of all economic sectors.

General Secretary To Lam affirmed that Vietnam attaches great importance to its special and exemplary friendship with Cuba, and stands ready to do everything possible to further consolidate traditional solidarity and expand effective bilateral cooperation, for the benefit of both peoples and for peace, cooperation and development regionally and globally. Vietnam is also ready to share experience with Cuba in renewal efforts and socialist construction.

First Secretary and President Miguel Diaz-Canel stressed that Cuba gives top priority to relations with Vietnam and is determined to further strengthen and deepen the comprehensive cooperative relationship between the two countries, building on the precious legacy and close solidarity laid down by Fidel Castro and President Ho Chi Minh.

Both leaders expressed satisfaction with the positive progress in bilateral relations across multiple fields and with the implementation of high-level agreements. They agreed to instruct relevant ministries and agencies to work closely together to effectively implement bilateral mechanisms, plans and cooperation programs across all channels and levels, promoting Vietnam - Cuba relations toward more substantive and sustainable development.
