
Vietnam, Cuba issue joint statement during President Diaz-Canel’s state visit

At the invitation of General Secretary of the Central Committee of the Communist Party of Vietnam To Lam and his spouse, Miguel Diaz-Canel Bermudez, First Secretary of the Central Committee of the Communist Party of Cuba and President of the Republic of Cuba, together with a high-level delegation of the Party, State and Government of Cuba, paid a State Visit to the Socialist Republic of Vietnam from August 31 to September 2, 2025.

During the visit, First Secretary, President Miguel Diaz-Canel Bermudez held talks with General Secretary To Lam; met Politburo members including President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man; and attended the celebrations of the 80th Anniversary of the August Revolution (1945-2025) and the National Day of the Socialist Republic of Vietnam (1945-2025).
The Cuban leader also attended the 65th Anniversary of the establishment of diplomatic relations between Vietnam and Cuba (1960-2025), the photo exhibition “65 years of special Vietnam-Cuba friendship,” and other events highlighting the exemplary and unique friendship between the two Parties, States and peoples. He laid wreaths at the Mausoleum of President Ho Chi Minh, the Monument to Cuban National Hero José Martí, the monument honoring Cuban military experts, visited the Vietnam Military History Museum, and met with Vietnamese enterprises, friendship organizations, and the Vietnam-Cuba Alumni Club.
Both sides assessed that the State Visit of President Miguel Diaz-Canel Bermudez was an important milestone in the history of relations between the two Parties, States and peoples, contributing to consolidating and strengthening traditional solidarity, special friendship and comprehensive cooperation between Vietnam and Cuba in a substantive and sustainable manner in the new period, for the benefit of the peoples of the two countries, for socialism, and for peace, cooperation and development in each region and the world.
The leaders reaffirmed the historical significance, the valuable legacy, and the great achievements of the Vietnam-Cuba relationship over the past 65 years, and expressed determination to continue promoting the relations built by President Ho Chi Minh and Leader Fidel Castro Ruz, nurtured by generations of leaders and peoples of the two countries, and to further enhance the effectiveness of comprehensive cooperation, commensurate with the potential and the excellent political ties between the two sides.
On behalf of the Party, State and people of Cuba, President Miguel Diaz-Canel Bermudez expressed his joy at returning to Vietnam and extended his warmest congratulations to the Party, State and people of Vietnam on the 80th Anniversary of the August Revolution and National Day, as well as on the great achievements of historical significance that the Vietnamese people, under the leadership of the Communist Party of Vietnam, have attained over nearly 40 years of Doi Moi and international integration. He expressed his belief that under the leadership of the CPV headed by General Secretary To Lam, the Vietnamese people will unite to implement strategic, revolutionary policies, successfully organize the 14th National Party Congress, and seize a historic opportunity to firmly advance into a new era of development and national revival.
Vietnam warmly congratulated the Cuban Revolution on its 67th Anniversary and the important results achieved by the Cuban Party, State and people in implementing the resolutions of the 8th Congress of the Communist Party of Cuba, the National Economic and Social Development Plan to 2030, the important decisions of the 10th Legislature of the National Assembly and the 8th Central Committee, especially in addressing socio-economic challenges, updating the socialist socio-economic model, and expressed confidence that Cuba will successfully hold the 9th Congress of the Communist Party of Cuba in April 2026.
Vietnam reaffirmed its steadfast solidarity and support for the creative efforts of the Cuban Party, State and people to overcome current difficulties and challenges, and its readiness to continue accompanying and cooperating with Cuba.
Both sides expressed satisfaction with the development of Vietnam-Cuba relations at all levels and in all areas, and welcomed initial positive results in strategic cooperation, notably pilot rice projects, solar energy complexes, and joint ventures in pharmaceuticals and biotechnology. They agreed to facilitate and encourage new forms of cooperation suited to each country’s conditions and strengths, expand the participation of organizations and enterprises in the socio-economic development of both countries, particularly in strategic sectors with great potential such as agriculture and food processing, renewable energy, pharmaceuticals and biotechnology, and other potential fields.
The two sides affirmed that relations between the Communist Party of Vietnam and the Communist Party of Cuba are the foundation and strategic orientation of bilateral ties, agreed to enhance high-level Party exchanges, theoretical seminars, study programs, youth and people-to-people exchanges, and to organize the 7th Theoretical Seminar between the two Parties and the 3rd Scientific Conference on “Fidel Castro - Ho Chi Minh: Revolutionary Vision” in 2026.
Both sides emphasized the importance of inter-parliamentary cooperation, welcomed the 2nd session of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee in October 2025, and agreed to promote cooperation in lawmaking to provide a legal framework for bilateral economic, trade and investment activities.
They also agreed to continue close cooperation in defense, security, and foreign affairs, highlighting the importance of substantive cooperation between the Vietnamese Ministry of National Defense and the Cuban Ministry of the Revolutionary Armed Forces, between the Vietnamese Ministry of Public Security and the Cuban Ministry of the Interior, and the political consultation mechanism between the two Ministries of Foreign Affairs.

Both sides valued the results of the 42nd session of the Intergovernmental Committee on Economic, Scientific and Technical Cooperation, agreed to deepen cooperation in agriculture, food processing, pharmaceuticals, biotechnology, healthcare, energy, telecommunications, tourism, construction, transport, high technology, digital transformation, and other areas.
Vietnam reaffirmed its consistent support for Cuba’s just cause, called for the immediate and unconditional lifting of the economic, trade and financial embargo, and for removing Cuba from the unilateral list of “state sponsors of terrorism.” Vietnam also expressed support for efforts to improve Cuba-U.S. relations based on equality, respect for independence, sovereignty and political systems.
