
Vietnam and Russia officially commit to nuclear power development

During the official visit of Prime Minister of Vietnam Pham Minh Chinh to the Russian Federation on March 23, 2026, Prime Minister Pham Minh Chinh and Russian Prime Minister M. Mishustin witnessed the signing ceremony of an agreement between the Government of the Socialist Republic of Vietnam and the Government of the Russian Federation on cooperation in constructing a nuclear power plant on Vietnamese territory (the Agreement).

This intergovernmental Agreement lays a solid foundation for bilateral cooperation in building Vietnam’s first nuclear power plant - Ninh Thuan 1 and represents a significant step in elevating the traditional energy cooperation between the two countries to a new level.
Notably, the signing of this Agreement concretizes the cooperation framework outlined in the Joint Statement on the strategic partnership between Vietnam and Russia in the new phase, as emphasized by General Secretary To Lam during his official visit to the Russian Federation in May 2025.
The Ninh Thuan 1 nuclear power plant project is part of Vietnam’s long-term strategy to diversify energy sources, reduce dependence on fossil fuels, and promote the development of clean, sustainable, and safe energy. The project comprises two units with an expected capacity of approximately 2,400 MW, employing modern technology and VVER-1200 safety equipment developed by the state-owned nuclear energy corporation, Rosatom.

The Ninh Thuan 1 nuclear power plant represents a major milestone in Vietnam’s energy sector, opening up numerous opportunities for technological cooperation, knowledge transfer, and capacity building for Vietnamese enterprises, while contributing to national economic development. With extensive experience from projects in countries such as India, Turkey, Hungary, Egypt, and Bangladesh, Rosatom has established itself as a global leader in nuclear power.

Through this Agreement, Rosatom not only partners with Vietnam in constructing the first nuclear power plant but also supports laying the groundwork for the development of a comprehensive nuclear energy ecosystem in the country.
Immediately following the signing ceremony, the heads of the Vietnamese and Russian government delegations for the Ninh Thuan 1 nuclear power plant cooperation - Deputy Minister of Industry and Trade Nguyen Hoang Long and Rosatom Deputy Director General Nikolay Spassky together with members of both sides, held a working session to finalize the next steps for project implementation.
