Viet Nam accelerates rooftop solar power development

Viet Nam is stepping up rooftop solar power development at government offices, schools, hospitals and households to ease implementation bottlenecks.

On September 29, the Ministry of Industry and Trade held a nationwide conference to promote the development of self-produced and self-consumed rooftop solar power at government offices, schools, hospitals and households, with a view to addressing difficulties, accelerating implementation and carrying out the tasks set out in Directive No. 10/CT-TTg dated March 30, 2026, issued by the Prime Minister.

The conference was held in a hybrid format, with Deputy Minister of Industry and Trade Truong Thanh Hoai chairing the event. Participants included representatives from units under the Ministry of Industry and Trade, the Electricity and Energy Authority, Viet Nam Electricity, electricity corporations, electricity operation, transmission and distribution units, as well as leaders of People’s Committees and Departments of Industry and Trade of provinces and centrally governed cities. More than 1,000 people participated either in person or online from various locations.

The conference was held to disseminate new regulations, mechanisms and policies related to the development of self-produced and self-consumed rooftop solar power, while also reinforcing efforts to accelerate the installation of self-produced and self-consumed rooftop solar power systems at the headquarters of government agencies and public service units nationwide.

Addressing the conference, Deputy Minister of Industry and Trade Truong Thanh Hoai emphasized the importance of developing self-produced and self-consumed rooftop solar power at government offices as well as households. As electricity demand, particularly in northern Viet Nam, is forecast to increase significantly in the coming period, the Government, the Prime Minister and the Ministry of Industry and Trade have issued a number of detailed directives concerning this task.

An assessment presented at the conference showed that although local authorities have proactively developed plans to implement Directive No.10/CT-TTg issued by the Prime Minister and the orientations set out in the revised Power Development Plan VIII, implementation progress overall still needs to be further accelerated to meet the requirements.

On that basis, the conference focused on key solutions to address difficulties and obstacles and accelerate the installation of self-produced and self-consumed rooftop solar power systems at government offices, schools, hospitals and other public facilities. It also called for stronger coordination between electricity units and local authorities in providing technical support, facilitating grid connections and simplifying procedures for the installation of rooftop solar power systems.

At the conference, representatives of local authorities and relevant units reported on the current status of rooftop solar power deployment at government offices and public facilities, while frankly acknowledging difficulties and obstacles arising in practice.

As part of the programme, representatives from Departments of Industry and Trade, electricity corporations, businesses, and participating organisations and individuals actively exchanged views and addressed recommendations concerning processes, procedures and technical infrastructure. These discussions helped build broad consensus and create favourable conditions for accelerating the development of rooftop solar power in the period ahead.
