Urgent completion of eight draft laws and resolutions

Prime Minister Le Minh Hung, on behalf of the Government, signed Resolution No. 278/NQ-CP dated September 18, 2026, on the September 2026 thematic Government meeting on law-making and several key tasks for socio-economic development in the coming period.

The resolution states that the Government basically agreed on the necessity, objectives and orientations for finalizing eight draft laws and resolutions submitted to the meeting, including: the revised Land Law; the revised Housing Law; the revised Law on Real Estate Business; the consolidated State Budget Law; the Law amending and supplementing a number of articles of the Law on Investment; the National Assembly’s resolution amending and supplementing a number of articles of Resolution No. 107/2023/QH15 on the application of additional corporate income tax under the global anti-base erosion rules; the revised Law on the Implementation of Grassroots Democracy; and the revised Law on the Organization of Criminal Investigation Bodies.

These are important legislative projects with broad impacts and direct relevance to the mobilization of resources for socio-economic development. They also cover areas where many difficulties and obstacles have emerged in practice, requiring urgent completion to unlock resources, improve the investment and business environment, and enhance the effectiveness and efficiency of State management.

With the requirement that institutions must move one step ahead to pave the way for development, definitively address overlaps and shortcomings, unlock and effectively utilize resources, create new development space and room, and protect the legitimate rights and interests of people and businesses, the Government requested the Ministers of Agriculture and Environment, Construction, Finance, Home Affairs, and Public Security to directly lead the serious and comprehensive incorporation of appraisal opinions from the Ministry of Justice, relevant opinions of Government members, and the Prime Minister’s conclusions at the meeting.

The ministries were also requested to urgently finalize the complete dossiers of the draft laws and resolutions in accordance with the Law on Promulgation of Legal Documents, seek opinions from Government members in line with the Government’s working regulations, and report to the Deputy Prime Minister in charge for consideration and decision before September 21, 2026, for submission to the National Assembly. They were also asked to proactively coordinate closely with National Assembly agencies and relevant bodies during the appraisal, revision and finalization of the draft laws and resolutions.

Ministry of Industry and Trade assigned key tasks

Regarding key socio-economic development tasks in the coming period, the Government, through Resolution No. 278/NQ-CP, requested ministers, heads of ministerial-level agencies, and chairpersons of provincial and municipal People’s Committees to continue emphasizing the personal responsibility of heads of agencies and organizations. They were asked to implement more resolutely, synchronously and effectively the resolutions, conclusions and directives of the Party Central Committee, the Politburo, the Party Central Committee Secretariat, the National Assembly and the Government, while making the most of opportunities and favorable conditions, addressing difficulties and shortcomings, and effectively carrying out key tasks and solutions across sectors.

The Government emphasized determination to achieve growth targets while maintaining macroeconomic stability. Ministers and heads of ministerial-level agencies were requested to continue reviewing and reporting to the Deputy Prime Ministers in charge, advising on measures to direct localities to accelerate public investment disbursement; speed up the implementation of stalled projects whose difficulties and obstacles have been addressed so that they can soon become operational; urgently review and resolve difficulties and accelerate the implementation of key projects and works, particularly those involving transport infrastructure, science and technology, and energy; and mobilize and effectively utilize domestic resources and foreign investment capital.

The Ministry of Finance and the Ministry of Industry and Trade were tasked with conducting a comprehensive and thorough review and assessment of the participation of domestic enterprises in supply chains and exports of the foreign-invested sector, and proposing solutions to strengthen linkages and increase domestic value added.

The Government also called for a focus on measures to control inflation and maintain macroeconomic stability. The Deputy Prime Ministers in charge of relevant sectors were assigned to directly lead the Ministries of Finance and Industry and Trade, the State Bank of Viet Nam and other agencies in closely, flexibly and synchronously coordinating monetary, fiscal and other macroeconomic policies. Authorities were asked to closely monitor developments in crude oil, petroleum products and other key energy prices on global markets, and manage domestic petroleum prices, electricity prices, prices of essential food and agricultural products, and construction material prices to ensure major economic balances and control inflation in line with the target approved by the National Assembly.

The Government assigned the Ministry of Finance to lead, in coordination with the Ministry of Industry and Trade and relevant ministries and agencies, a comprehensive assessment of the performance of domestic enterprises, particularly small and medium-sized enterprises. The ministry was asked to promptly propose and implement solutions to address difficulties and obstacles and support production and business activities, while proactively providing complete and timely information on the proposed tax policy orientations for small and medium-sized enterprises, individuals and household businesses to be submitted to the National Assembly. The measures are intended to help strengthen confidence and facilitate the expansion of production and business activities.

Regarding the management of the petroleum and electricity markets, the Government assigned the Ministry of Industry and Trade to closely monitor domestic and international market developments, particularly in the energy market, and proactively implement measures to ensure adequate supplies of petroleum products and electricity for production, business activities and daily life. The ministry was also asked to urgently finalize and submit to competent authorities a new decree on petroleum business in line with the Government’s and Prime Minister’s directions, and implement tasks related to the revised Power Development Plan VIII, ensuring progress and effectiveness.

The Ministry of Finance was assigned to lead, in coordination with the Ministry of Industry and Trade, a review and proposal for restructuring EVN and the electricity sector to improve the quality and efficiency of electricity supply.

Under Resolution No. 278/NQ-CP, the Prime Minister assigned the Ministry of Industry and Trade a range of key tasks to help maintain macroeconomic stability and stabilize the petroleum and electricity markets, contributing to the achievement of the 2026 growth target.
