According to VGP, The launch ceremony was organized by the Central Emulation and Commendation Council and connected online from the main venue in Ho Chi Minh City to provinces and centrally governed cities nationwide. The event aims to contribute to the implementation of the Resolution of the 14th National Party Congress, commemorate the 78th anniversary of President Ho Chi Minh’s Call for Patriotic Emulation, foster a vibrant spirit of competition, inspire national solidarity and development aspirations, and mobilize efforts to successfully achieve sustainable double-digit growth during the 2026-2030 period.

Attending the ceremony were Pham Gia Tuc, Politburo Member and Permanent Deputy Prime Minister; Tran Luu Quang, Politburo Member and Secretary of the Ho Chi Minh City Party Committee; Vo Thi Anh Xuan, Member of the Party Central Committee Secretariat, Vice President, and First Vice Chairwoman of the Central Emulation and Commendation Council; Nguyen Van Thang, Member of the Party Central Committee and Deputy Prime Minister; along with Party Central Committee members, leaders of the Vietnam Fatherland Front, ministries, central agencies, and local authorities.
At the event, Prime Minister Le Minh Hung and delegates performed the official launch ceremony for the emulation movement, “Determined to Successfully Achieve Sustainable Double-Digit Growth Targets for the 2026-2030 Period.”
Nguyen Van Duoc, Chairman of the Ho Chi Minh City People’s Committee; Tran Hong Minh, Minister of Construction; Le Ngoc Son, Chairman of the Members’ Council of Vietnam National Industry-Energy Group, representing state-owned enterprises; and Labor Hero Thai Huong, Founder and Chairwoman of the Strategic Council of TH Group, representing private enterprises, delivered remarks in support of the movement. They affirmed their commitment to implementing the Prime Minister’s directives and pledged decisive and effective action to realize the goals of the newly launched campaign.
In his keynote address, Prime Minister Le Minh Hung stated that the 14th National Party Congress had ushered in a new era of national development, with the goal of transforming Viet Nam into a developing country with modern industry and upper-middle-income status by 2030, and into a developed, high-income country by 2045. Achieving this aspiration, he stressed, requires rapid and sustainable economic growth of 10% or more annually during the 2026-2030 period.
The Prime Minister noted that while the country faces numerous opportunities and favorable conditions, the challenges ahead are even greater. To successfully attain double-digit growth, Viet Nam cannot rely on outdated approaches, conventional thinking, or traditional methods. Instead, it must embrace the guiding spirit of “Strategic Vision - Breakthrough Thinking - Decisive Action - Sustainable Growth - Happy People.” This, he emphasized, is both the slogan and the core objective of the emulation movement launched by the Central Emulation and Commendation Council.
The Government leader underscored that patriotic emulation has always been a treasured tradition and an integral part of the nation’s culture. To transform the spirit of emulation into a powerful force for action across society, he called on ministries, sectors, localities, citizens, and the business community to further promote patriotism, the spirit of patriotic emulation, and the strength of the great national unity bloc.
First, he called for strong efforts to reform thinking on institutional development and improvement. Priority should be given to removing institutional bottlenecks, reducing administrative procedures to the greatest extent possible, and unlocking development resources so that institutions become a strategic breakthrough, a development resource, and a source of national competitiveness. The quality of public service should be measured by its effectiveness in serving people and businesses, as well as by national and local development indicators. The Prime Minister also stressed the need to eliminate avoidance of responsibility, buck-passing, and fear of accountability.
Second, he urged stronger efforts in advancing science and technology, innovation, digital transformation, and green transformation. These, he said, must serve as the primary drivers and strategic foundations for improving labor productivity, growth quality, and national competitiveness. Ministries, sectors, and localities should develop innovation models, innovation centers, high-tech zones, digital governments, digital societies, and digital citizens while creating a favorable environment for business innovation and entrepreneurship.

Third, the Prime Minister called for intensified efforts to develop modern and synchronized infrastructure, accelerate national key projects, and advance strategic transport, digital, energy, and logistics infrastructure. He encouraged ministries, sectors, and localities to launch focused emulation campaigns to resolve long-standing stalled projects and unlock resources for development.
Fourth, he emphasized the need to build a modern, professional, and integrity-based public administration that is closer to grassroots communities and serves people more effectively. Particular attention should be paid to enhancing the performance of the two-tier local government model under the principle of “Closer to the People - Listening to the People - Speaking So the People Understand - Acting So the People Trust.” Public officials and civil servants, he stressed, must embrace innovation, strengthen accountability, act proactively and creatively, and dare to pioneer new initiatives for the common good and for the benefit of citizens and businesses.
Fifth, he called for stronger efforts in practicing thrift and combating wastefulness, ensuring strict management of the state budget and national resources. Every budget expenditure, he said, must be used effectively, transparently, and in association with socio-economic accountability, while preventing losses, waste, and inefficient investment.
Sixth, he urged enhanced efforts to strengthen national defense, security, and foreign affairs, while promoting cultural values, improving education and healthcare quality, safeguarding the ecological environment, and ensuring social welfare. Economic growth, he stressed, must go hand in hand with social progress and equity so that no one is left behind and the benefits of growth are reflected in tangible improvements to people’s lives.
Prime Minister Le Minh Hung noted that Ho Chi Minh City was chosen as the venue for launching the movement because it is a center of innovation, a dynamic growth engine, and the country’s largest economic hub. The launch is intended to spread a spirit of revolutionary action and collective determination throughout all levels of government, sectors, localities, businesses, and citizens, creating a shared commitment to realizing the nation’s strategic development goals in the years ahead.
Invoking the principle that “patriotic emulation is patriotism in action,” the Prime Minister called on ministries, sectors, and localities to promptly translate the movement into practical programs and action plans. Emulation, he stressed, must become not merely a campaign but a driving force for action, fostering successful models, disseminating valuable experiences, and multiplying exemplary initiatives. Successful emulation, he noted, is always linked to the effective implementation of political tasks, with clear objectives and measurable outcomes.
“I hope every citizen will regard emulation as a voluntary action and an intrinsic motivation, beginning with the smallest daily tasks, working more effectively, innovating in labor, and acting more responsibly toward the community. In doing so, each individual can become a positive and persistent force contributing to the country’s overall development,” Prime Minister Le Minh Hung said.
The Prime Minister expressed strong confidence that under the Party’s leadership, with the active engagement of the entire political system, the support of the people and armed forces, and the dynamism and creativity of the business community, the emulation movement would generate new momentum, unlock new growth drivers, strengthen the spirit of self-reliance and innovation, and inspire aspirations for contribution across the nation, helping build a more prosperous, civilized, and happy Viet Nam.
