Stimulating the market through the National Promotion Program 2025

The Ministry of Industry and Trade launched Vietnam Grand Sale 2025 to boost consumption, support businesses and strengthen domestic market confidence.

Boost for domestic market

The Ministry of Industry and Trade has launched the National Promotion Program 2025 - Vietnam Grand Sale 2025, to boost consumption and support businesses in expanding their markets.

On Sept 3, 2025, the Minister of Industry and Trade signed Decision No. 2469/QĐ-BCT on the organization of the “National Promotion Program 2025 - Vietnam Grand Sale 2025.” The program will take place nationwide from December 1, 2025 to January 18, 2026, combining both traditional commerce and e-commerce.

According to the decision, localities will base their plans on actual conditions to develop promotion programs, ensuring alignment with the general direction while promoting creativity to generate wide resonance within the business community. This is considered an important solution in the context of slowing demand, requiring timely and strong stimulus policies.

The highlight of this year’s program is the synchronous participation of supermarkets, shopping centers, e-commerce platforms and modern distribution networks. A wide range of discounts, incentives and gifts will be implemented, helping consumers access quality goods at reasonable prices.

For businesses, this is not only a chance to increase sales but also an opportunity to reposition brands, expand distribution channels and prepare for the peak year-end shopping season. With synchronized organization and communication, the national promotion program is expected to become a significant trade event, contributing to boosting domestic consumption – an important pillar of national economic growth.

Effective dissemination of policy

According to the Ministry’s directive, Departments of Industry and Trade in provinces and centrally-run cities will be the focal points to organize local promotion programs, in coordination with relevant agencies. The Trade Promotion Agency will work with functional departments of the Ministry to monitor, compile reports and promptly resolve difficulties arising in implementation. Media agencies under the Ministry are tasked with communication and broad promotion to bring the program closer to businesses and people.

The Ministry of Industry and Trade also requires localities to report implementation results, clearly stating the number of participating businesses, promotion values, sales effectiveness and consumer feedback. This will serve as the basis for assessing the program’s impact, drawing lessons and proposing improvements in the coming years.

In the context of Vietnam’s ongoing efforts to recover its economy after many fluctuations, the implementation of the national promotion program shows the determination of the Government and the Ministry of Industry and Trade to accompany businesses and people. This policy not only carries short-term stimulus meaning but also represents a strategic step to strengthen market confidence and create momentum for sustainable production and business development.

The program will run nationwide from December 1, 2025 to January 18, 2026. Eligible participants include all traders in accordance with the law.
