On the afternoon of January 14, the Agency for Innovation, Green Transformation, and Industrial Promotion under the Ministry of Industry and Trade organized a conference to review its 2025 performance and deploy tasks for 2026. Reporting at the meeting, Director General of the Agency for Innovation, Green Transformation, and Industrial Promotion Nguyen Thi Lam Giang stated that in 2025, the unit affirmed its core role within the Ministry of Industry and Trade in institutional building and refinement.

A highlight was the advisory for the Law amending and supplementing several articles of the Law on Economic and Efficient Use of Energy, approved by the National Assembly on June 18, 2025. This represents a significant step in creating a synchronized legal framework for energy transition and carbon neutrality goals. Immediately following the law's passage, the Agency completed a system of guiding documents, including one decree and two circulars. In the fields of industrial promotion and industrial clusters, the Agency also finalized advisory for two amending decrees along with relevant guiding circulars.
Notably, the Agency promoted its strategic focal role in implementing the Politburo’s Resolution No. 57-NQ/TW. The unit provided counsel for the establishment of the Steering Committee on the development of science and technology, innovation, digital transformation, and Project 06. It simultaneously issued eight action plans and established a monitoring and urging mechanism to ensure substantive and focused execution.

Regarding science and technology activities, the Agency implemented 149 tasks in 2025 and received nearly 400 proposals for 2026, creating momentum for research and application activities. For the national industrial promotion program, the Agency guided the implementation of 93 projects across 22 localities and related organizations. These results not only meet immediate requirements but also lay a solid institutional foundation for the long-term development of the Industry and Trade sector in the new period.
Establishing a chain of key tasks and projects
Entering 2026, building on the results of its inaugural year, the Agency for Innovation, Green Transformation, and Industrial Promotion has identified a shift in focus from foundation-building to in-depth, targeted implementation. The unit continues to serve as the strategic focal point for implementing the Politburo’s Resolution No. 57-NQ/TW, focusing on developing key science and technology programs to enhance the endogenous capacity and competitiveness of the Industry and Trade sector.

At the conference, representatives from the Vietnam Chemicals Agency and the Electricity and Renewable Energy Authority acknowledged the Agency’s effective coordination in formulating legal documents, technical regulations, and implementing sustainable energy programs.

The Deputy Minister noted that after the merger period, the Agency's tasks have been clarified and implemented in an increasingly professional, comprehensive, and coherent manner. Orienting tasks for 2026, the Deputy Minister highlighted several key priorities:
Firstly, regarding innovation, it is essential to professionally organize the implementation of the Politburo’s breakthrough Resolutions now that the legal corridor is cleared, creating a strong ripple effect throughout the sector.
Secondly, state management must shift strongly toward management based on standards, regulations, and risk assessment. This is a new management mindset focusing on reducing pre-checks, strengthening post-checks, and decentralizing management using quantitative quality measures.
Thirdly, sustainable development and green transformation must be thoroughly grasped across all fields, not just energy. The Agency needs to spread the spirit of green growth, paying special attention to the implementation of biofuel and coordinating closely with other units to effectively execute relevant directives.
Fourthly, regarding industrial promotion, it is necessary to further promote the formation of more representative rural industrial products and maximize the refined legal corridor to tighten linkages throughout the entire network.

The Deputy Minister affirmed that 2025 served as an important foundation for the Agency to assert its position and mission within the Ministry’s organizational structure, contributing to enhancing the role of the Industry and Trade sector in innovation and sustainable green transformation.
