Quang Ninh targets 11 percent GRDP growth in 2023

Aware of both favorable conditions and difficulties facing the locality, the provincial people’s committee issued Plan 07/KH-UBND dated January 13, 2023 projecting a GRDP growth scenario for the year and proposing feasible solutions to achieve this goal.

The plan indicates specific economic growth targets for each quarter of the year, as well as the tasks of each sector, and the responsibilities of the heads of party committees, agencies and localities, enabling them to work out suitable plans for implementation.

Thanks to great efforts and the determination of the entire political system, authorities at all levels, sectors, the business community and local people, Quang Ninh Province achieved good socioeconomic development results in the first nine months of 2023. Specifically, its GRDP grew by about 9.94 percent year-on-year, with the industry and construction sector estimated to grow by 9.08 percent; agriculture, forestry and fishery 4.19 percent; and services 12.76 percent. The province welcomed nearly 13 million tourists in the first nine months, an increase of 41.7 percent compared with the same period last year. The revenue from tourism reached VND26.46 trillion, up 34.8 percent. The export value reached an estimated US$3.1 billion, up 14.15 percent. Tax payment reached nearly VND40.68 trillion, equivalent to 75 percent of the annual projection and up 4 percent year-on-year. Of the sum, taxes collected from domestic sources reached approximately VND28.68 trillion, up 3 percent; and taxes collected from import, export activities reached VND12 trillion, up 5 percent.

In the first nine months of 2023, Quang Ninh attracted more than VND45.37 trillion of domestic investment capital, 5.5 percent above projection and up 33.8 percent year-on-year, and US$585.93 million of foreign direct investment (FDI), equivalent to 85.4 percent of projection.

Great efforts to achieve target

Quang Ninh has set the following targets for 2023: GRDP to grow by 14.5 percent in the fourth quarter and more than 11 percent in 2023; tax payment to reach VND13.165 trillion in the fourth quarter and VND54 trillion throughout the year. Along with efforts to achieve these targets, Quang Ninh is taking drastic measures to attract investment, develop tourism products, new services, night-time economy, digital economy and circular economy. The province is concentrating on dealing with problems related to administrative procedures and site clearance for new projects, while promoting production and trade in the coal, electricity, processing and manufacturing industries. At the same time, Quang Ninh is tightening discipline as well as financial and budgetary management, highlighting the role and responsibility of heads of units.

The province is also creating favorable conditions for investment projects in industrial and economic zones to be implemented as scheduled, ensuring investment efficiency.
