
MoIT steps up decentralisation to raise C/O utilisation

On January 9, Prime Minister Pham Minh Chinh received Founder of Pacific Construction Group Yan Jiehe, a leading Chinese private enterprise specializing in infrastructure investment and construction, which has been ranked among the global top 500 companies for ten consecutive years.
During the meeting, Prime Minister Pham Minh Chinh commended the Group's recent contributions as a contractor for key projects in Hanoi. He welcomed their proposals to participate in major national infrastructure developments in the near future. The Prime Minister encouraged the Group to expand its investment footprint in Vietnam, emphasizing the importance of partnering with local enterprises and facilitating technology transfer. These efforts, he noted, would contribute significantly to Vietnam's socio-economic development and further strengthen the bilateral relationship.

Highlighting the critical role of strategic planning with a long-term vision, the Prime Minister specifically urged Pacific Construction Group to study and participate in projects that optimize development spaces. Notably, he suggested the Group consider the metro line project connecting Tan Son Nhat International Airport with the new Long Thanh International Airport.
In response, founder of Pacific Construction Group Yan Jiehe expressed his gratitude and updated the Prime Minister on the Group's progress. He reported that Pacific Construction Group has successfully won bids and is currently implementing three major strategic projects in Hanoi. These include the Tu Lien Bridge and its approach roads, which commenced on May 19, 2025; the Ngoc Hoi Bridge and its approach roads, started on August 19, 2025; and the Hanoi Metro Line 5 (Van Cao - Hoa Lac section), which broke ground on December 19, 2025.
Founder Yan also presented the Group’s future cooperation plans, expressing a strong desire to engage in large-scale infrastructure projects and foster a long-term, committed partnership with Vietnam in line with the Prime Minister's directions.
