At the Vietnam Private Sector Forum (VPSF) 2025, Prime Minister Pham Minh Chinh called on Vietnamese enterprises to grow stronger while pursuing sustainable development, accompanying the nation into a new era of prosperity.

Entrepreneurs alongside the nation
Speaking at the forum on September 16 in Hanoi, Prime Minister Pham Minh Chinh highlighted that the event took place as the country marked the 80th anniversary of the August Revolution and National Day, with people’s trust in the Party and State further strengthened. He recalled major social welfare programs recently implemented, including poverty reduction, eradication of makeshift housing, and direct support payments worth more than VND 11 trillion to help citizens celebrate Independence Day.
Reviewing the nation’s 80-year journey, the Prime Minister emphasized the immense sacrifices made for independence and freedom. Few nations in the 20th century endured such hardships, he noted, underscoring the pride in today’s revolutionary achievements.
Reflecting on Vietnam’s global standing after 40 years of renewal, he shared: “Wherever I go, international friends warmly welcome, applaud and cheer. This is not only my pride but the pride of our entire nation.”
Acknowledging the responsibility and intellect demonstrated by over 5,000 participants who contributed 3,000 proposals to the forum, the Prime Minister reaffirmed the pioneering role of entrepreneurs under the theme “Unlocking Potential - Shaping Vietnam’s Future.”
He conveyed six aspirations to the business community:
Firstly, uphold Party and State guidelines, practice business ethics and social responsibility.
Secondly, Stand alongside the country on the path of independence and socialism.
Thirdly, inspire and strengthen great national unity, both domestically and internationally.
Fourthly, demonstrate the strength of entrepreneurs as part of national strength.
Fifthly, harmonize national strengths with global advantages.
FInally, innovate thinking and take decisive action for national interests and sustainable development.“I hope Vietnamese enterprises will continue to mature and grow stronger, but always in a sustainable way walking with the nation into a new era of prosperity, civilization, and happiness,” the Prime Minister stressed.
He gifted the forum the guiding motto: “Pride, Patriotism, Wisdom, Humanity, Ethics, Integration, Development, Breakthrough” a principle for business action in the new phase.
Removing institutional bottlenecks, paving the way for growth, the Prime Minister underscored the need to implement Resolution XIII of the Party and key Politburo directives. While the State sector remains the backbone, the private sector is the primary engine of the economy.
He highlighted culture as the foundation, calling for leveraging national cultural values to develop the cultural and entertainment industries, enriching people’s spiritual lives.
In a complex global environment, Vietnam must diversify markets and supply chains, enhance value-added goods, and promote new growth drivers such as the green, digital, and creative economies. “The private sector must take the lead in innovation, digital transformation, and science and technology application. If not businesses, then who?” he asked.
He also stressed building an independent, self-reliant economy linked with deep integration: “Every individual, locality, and enterprise must be self-reliant, advancing with their own hands, minds, land, skies, and seas.”
Despite constant challenges, Vietnam has maintained macroeconomic stability, controlled inflation, sustained growth, kept public and external debt within safe limits, balanced revenues and expenditures, ensured power supply, and met labor demand for transformation all with vital contributions from enterprises.
The Prime Minister affirmed that the Party and State will always accompany businesses.
Stronger, more capable enterprises
The Prime Minister praised the remarkable maturity of domestic firms, citing examples from major infrastructure projects such as the Long Thanh International Airport and the National Exhibition Center steel dome, which demonstrated new capacities.
He recalled the contrast between the costly, foreign-funded My Thuan 1 Bridge over 20 years ago and the more advanced, locally built My Thuan 2 Bridge today at a fraction of the cost. “That is the maturity we should be proud of,” he affirmed.
The Prime Minister and leaders of the Young Entrepreneurs Association performed the gong-beating ceremony, certifying the commitment to action, officially launching a new phase of the Vietnamese private economic sector.
He noted efforts to build national databases, data centers for digital transformation, and reforms to shift from restrictive management to a facilitative, service-oriented approach clarifying responsibilities of both State agencies and businesses.
Summarizing the spirit of action, he cited six guiding phrases: “Government accompanies; officials innovate; infrastructure connects; institutions enable; enterprises pioneer; Vietnam develops.”
Reaffirming that the Party and State will always stand by entrepreneurs, the Prime Minister urged enterprises to do the same: “Your strength is the country’s strength. Your success is the country’s success. If businesses are weak, the country cannot thrive.”
The VPSF 2025 spanned more than three months, featuring 12 local dialogues and 4 thematic sessions, and gathered thousands of contributions from entrepreneurs and experts nationwide. With new Party resolutions especially the Politburo's Resolution No. 68 on private sector development, the Prime Minister expressed confidence that Vietnamese businesses will continue to advance with determination, self-reliance, and innovation.
