
MoIT leader accompanies Party General Secretary, State President To Lam on State visit to India

From May 5 - 7, 2026, Minister of Industry and Trade Le Manh Hung accompanied Party General Secretary, State President To Lam on a state visit to India and attended official activities of the high-level Vietnamese delegation with senior Indian leaders. Within the framework of the visit, economic, trade and energy cooperation continued to be identified by both sides as one of the key pillars of Vietnam - India relations in the new period.

During the state visit, Minister Le Manh Hung attended the official welcoming ceremony for Party General Secretary, State President To Lam; participated in the high-level talks between the Vietnamese leader and Indian Prime Minister Narendra Modi; attended meetings with Indian President Droupadi Murmu; received representatives of the Vietnam - India Friendship Association and Vietnam’s Honorary Consuls in India; met with the Vietnamese community; attended the Vietnam - India Business Forum, along with many other official activities of the high-level Vietnamese delegation.
During the talks and high-level meetings, both sides agreed to continue promoting substantive cooperation in trade, investment, industry, energy, oil and gas, green transition, supply chains and business connectivity. The two sides agreed on the goal of raising bilateral trade turnover to USD 25 billion by 2030; promoting market access for goods, strengthening supply chain connectivity, facilitating investment and business activities, and accelerating the review and upgrade of the ASEAN - India Trade in Goods Agreement (AITIGA) in a more balanced and trade-friendly direction.
In the field of energy and oil and gas, leaders of the two countries highly valued the long-standing cooperation tradition between Vietnam and India, while agreeing to further promote cooperation in oil and gas, renewable energy, biofuels, green hydrogen, energy storage systems and new energy technologies, in line with Vietnam’s laws and international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).
Within the framework of the visit, Minister of Industry and Trade Le Manh Hung accompanied Party General Secretary, State President To Lam in meetings and working sessions with several major Indian corporations, including ONGC, Adani and Larsen & Toubro (L&T). During the meetings, Indian businesses expressed interest in expanding cooperation and investment in Vietnam in areas such as oil and gas, renewable energy, power, industrial infrastructure, energy equipment and the green energy transition.
On this occasion, the MoIT’s delegation also held working sessions with several major Indian corporations in the fields of energy and industry in order to concretise the cooperation orientations discussed and agreed upon by senior leaders of the two countries.
At a working session with Bharat Heavy Electricals Limited (BHEL), India’s leading enterprise in power equipment and power plant construction, the two sides discussed the possibility of cooperation in thermal power, hydropower, pumped-storage hydropower projects, energy storage systems and power equipment manufacturing in Vietnam. The ministry’s delegation encouraged BHEL to strengthen cooperation with Vietnamese enterprises in EPC projects, technology transfer, equipment localisation and deeper participation in Vietnam’s energy supply chain.
During a meeting with AMCE Group, the two sides discussed cooperation potential in renewable energy, green hydrogen, green ammonia, green fuels and solutions serving the energy transition. The ministry’s delegation highly appreciated the company’s interest in the Vietnamese market, while encouraging cooperation models associated with technology transfer, supply chain development, green fuel production and long-term investment in Vietnam.

Within the framework of the visit, Minister of Industry and Trade Le Manh Hung meets and works with Essar Group, one of India’s major multinational corporations.
Notably, on the afternoon of May 7, 2026 in Mumbai, Minister Le Manh Hung directly held a working session with Essar Group - a major conglomerate operating in energy, infrastructure, metals and mining, technology and retail. The two sides held in-depth discussions on prospects for cooperation in oil and gas, biofuels and low-emission energy solutions. The minister highly valued Essar’s experience in developing biofuel projects and using agricultural by-products for energy, petrochemical and chemical production, while encouraging the group to continue studying opportunities to expand investment in Vietnam in biofuels, sustainable aviation fuel (SAF), green hydrogen and new energy solutions.
Through activities within the framework of Party General Secretary, State President To Lam’s state visit to India, the MoIT of Vietnam continued to promote the implementation of high-level cooperation orientations between the two countries, while strengthening connectivity between businesses of both sides in trade, industry and energy, thereby contributing to the increasingly substantive, effective and sustainable development of Vietnam - India economic relations.
