Prime Minister directs accelerated implementation of nuclear power projects

Prime Minister Pham Minh Chinh, Head of the Steering Committee for the construction of nuclear power plants, chaired the committee’s fifth meeting.

According to reports and discussions at the meeting, under the close direction of the Government, the Prime Minister and the Steering Committee, ministries, sectors, localities and relevant agencies have actively and proactively carried out assigned tasks, achieving concrete progress in advancing the nuclear power plant construction project.

The Ministry of Industry and Trade is leading coordination with relevant ministries and agencies to finalize procedures for the signing and ratification of the intergovernmental agreement with the Russian Federation on cooperation in building the Ninh Thuan 1 nuclear power plant, in compliance with current laws, with completion targeted for the first quarter of 2026.

In the coming period, the Vietnam National Industry-Energy Group will work with potential partners on investment cooperation and credit provision for the project, while finalizing the pre-feasibility study report for submission to competent authorities for appraisal and approval of the investment policy in the second quarter of 2026.

Regarding resettlement, relocation and site clearance for the Ninh Thuan 1 nuclear power plant project, the People’s Committee of Khanh Hoa Province said it is urgently implementing the Prime Minister’s directives.

In concluding remarks, Prime Minister Pham Minh Chinh stressed that ensuring national energy security is an urgent requirement and a fundamental prerequisite for economic development, closely linked to the transition toward green, clean and environmentally friendly energy. This requires strong focus on developing power sources, including nuclear energy.

He called for a comprehensive review and refinement of reports submitted to relevant authorities on cooperation in building the Ninh Thuan 1 nuclear power plant, ensuring clarity and accessibility, and providing detailed updates on negotiations with foreign partners, particularly contractor arrangements.

The Ministry of Science and Technology is tasked with continuing to review and finalize standards, technical regulations, procedures and related provisions for the nuclear power plant project. The Ministry of Foreign Affairs will closely coordinate with ministries and sectors in exchanges with partners on implementing the Ninh Thuan 2 nuclear power plant project.

Khanh Hoa province is to coordinate with ministries and agencies to promptly carry out tasks within its authority related to compensation, site clearance and resettlement, ensuring the legitimate rights and interests of affected residents, on the principle that living conditions in new locations must be equal to or better than before. At the same time, inspection and supervision must be strengthened to prevent corruption, misconduct and waste.
