President Luong Cuong delivers opening address at the 14th Party Congress

The 14th National Congress of the Communist Party of Vietnam (CPV) was solemnly opened, with President Luong Cuong delivering the opening address.

The congress convened at the National Convention Center in Hanoi with the participation of 1,586 delegates, representing more than 5.6 million Party members nationwide.

Under the motto “Unity - Democracy - Discipline - Breakthrough - Development,” the 14th National Congress reviews the journey the country has undertaken, particularly nearly 40 years of Doi Moi (Renewal), while charting directions for the next five years and beyond. The overarching goal is to realize the aspiration of building a powerful and prosperous nation by 2045.

The theme of the 14th National Congress is:“Under the glorious banner of the Party, joining forces and acting with one heart and mind to successfully achieve the national development goals through 2030; strengthening strategic autonomy, self-reliance, and confidence, and advancing vigorously into the era of national resurgence for peace, independence, democracy, prosperity, affluence, civilization, happiness, and steady progress toward socialism.”

Attending the opening session were former Party General Secretary Nong Duc Manh; former Presidents Nguyen Minh Triet and Truong Tan Sang; former Prime Minister Nguyen Tan Dung; former National Assembly Chairmen Nguyen Van An, Nguyen Sinh Hung, and Nguyen Thi Kim Ngan; former Standing Member of the Politburo Pham The Duyet; former Standing Members of the Party Central Committee Secretariat Phan Dien, Le Hong Anh, and Tran Quoc Vuong; former Politburo members, former Secretaries of the Party Central Committee, former Chairman of the Central Committee of the Vietnam Fatherland Front; former Vice Presidents, former Vice Chairmen of the National Assembly, former Deputy Prime Ministers; former members of the Party Central Committee of various terms; members of the 13th Central Inspection Commission; veteran revolutionaries, Vietnamese Heroic Mothers, intellectuals, religious dignitaries, and representatives of the younger generation. Ambassadors, country representatives, and heads of international organizations in Hanoi also attended the opening session. Numerous domestic and foreign journalists were present to cover the congress.

The 14th National Congress is tasked with reviewing the implementation of the Resolution of the 13th National Congress in conjunction with a comprehensive assessment of 40 years of Doi Moi; affirming major and outstanding achievements; identifying shortcomings and limitations and their causes; drawing major lessons of lasting theoretical and practical value for national development; deliberating and approving orientations, goals, key tasks, and strategic breakthroughs for the 2026–2030 period with a vision to 2045; conducting an in-depth and comprehensive review of Party building and the construction of a clean and strong political system; and electing the 14th Party Central Committee.

On behalf of the Presidium, President Luong Cuong, a member of the Politburo, delivered the opening address, affirming that the 14th National Congress is a major political event of the country and a historic turning point as Vietnam moves toward the centennial of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2030). The congress embodies the collective will, aspirations, and determination of the entire Party, people, and armed forces, guided by the spirit of strategic autonomy, self-reliance, and confidence to advance resolutely into a new era, for a Vietnam that is peaceful, independent, democratic, prosperous, affluent, civilized, happy, and steadily progressing toward socialism.

The President noted that the congress is taking place amid a world and regional landscape marked by rapid, complex, and unpredictable developments; intensifying strategic competition among major powers; and increasingly severe non-traditional security challenges, particularly climate change and epidemics. The Fourth Industrial Revolution, especially the explosive development of artificial intelligence, digital technologies, quantum technologies, and other emerging technologies, is bringing about epochal transformations that are profoundly reshaping all aspects of socioeconomic life. 

These changes demand the urgent establishment of new growth and development models, improvements in labor productivity and production quality, enhanced national competitiveness, new approaches to social development governance, stronger national defense and security, and reinforced foreign affairs. After 40 years of Doi Moi, Vietnam has achieved great, comprehensive, and historically significant accomplishments, steadily improving living standards and the happiness of the people, while elevating the country’s prestige and position on the international stage.

However, the President acknowledged that the country continues to face numerous difficulties and challenges. Economic growth remains below potential and has yet to become truly sustainable; labor productivity is still limited; national competitiveness remains constrained; the lives of some segments of the population are still difficult; and the impacts of climate change, natural disasters, epidemics, and cyber security threats are increasingly complex and far-reaching.

Against this backdrop, President Luong Cuong emphasized that the 14th National Congress bears an exceptionally great historical responsibility. It is not only to set goals and orientations for the 2026-2030 term, but also to decide strategic issues concerning the future and destiny of the nation for decades to come, aimed at powerfully rekindling the aspiration for development, national pride, and the will for self-reliance; unlocking all resources and drivers of growth; harnessing the strength of the people and the great national unity in combination with the strength of the times; comprehensively and synchronously advancing the cause of renewal; building and safeguarding the Fatherland; and successfully realizing the goal of building a strong and prosperous country that stands shoulder to shoulder with the great powers of the world, in accordance with President Ho Chi Minh’s cherished aspiration and the shared will of the entire Vietnamese nation.

The President affirmed that the 14th National Congress is the congress that ushers in a new era of national development. With the guiding principle of “Unity - Democracy - Discipline - Breakthrough - Development,” it reflects steadfast resolve, strong determination, and the spirit of great national solidarity in pursuit of building a Vietnam that is peaceful, independent, democratic, prosperous, affluent, civilized, happy, and firmly advancing toward socialism. He called on all delegates to fully uphold their sense of responsibility, intellect, and dedication; to promote unity and democracy; and to engage in thorough and substantive discussions, thereby making an important contribution to the overall success of the congress.
