
PM Pham Minh Chinh: Public investment must be focused, effective

HANOI, Sept 3 - Prime Minister Pham Minh Chinh emphasized the need to collect state budget revenues fully and correctly, strengthen thrift in spending, and require that public investment be concentrated on key projects, avoiding dispersion and waste.

On September 3, according to chinhphu.vn, the Prime Minister chaired a meeting of the Government’s Standing Committee to give opinions on reports regarding the socio-economic situation, the state budget and public investment, in preparation for reporting to higher-level authorities. Attending the meeting were Deputy Prime Ministers, leaders of ministries, sectors and government agencies.
The meeting reviewed the socio-economic performance of August and the first eight months of 2025, discussed the implementation of the 2025 plan, projections for 2026, the state budget and public investment plan for 2021-2025, and the three-year financial-budget plan.
Prime Minister Chinh underlined lessons of firmly grasping the situation, responding with timely, flexible and effective policies, maintaining unity and consensus, and ensuring effective communication and dissemination. He noted that resources originate from thinking and vision, momentum comes from innovation and creativity, and strength derives from the people and enterprises. With the spirit of “doing what we say,” he said people’s trust in the Party and the State is increasingly strengthened.

Looking ahead, the Prime Minister Pham Minh Chinh asked ministries and sectors to resolutely and comprehensively implement laws, resolutions and directives of the Party Central Committee, continue to review annual and five-year targets, and strive to achieve and surpass them. Key tasks include promoting growth drivers to reach the GDP growth target of 8.3-8.5%; completing projects and resolutions on education, health, the state economy, and culture; organizing the new school year opening; and preparing well for the upcoming Party Central Committee meeting and National Assembly session.
On budget and public investment, Prime Minister Pham Minh Chinh emphasized correct, sufficient and timely collection of revenues, combating revenue loss, and strengthening thrift in spending. He said new goals and requirements for public investment in the coming period demand continued innovation in thinking and methods, especially ensuring investment is focused, targeted, not spread out, avoiding waste, and concentrated on projects that can “turn the situation around and change the state.”
