Party General Secretary Tô Lâm calls for enhanced professionalism, integrity

Party General Secretary and President Tô Lâm urged the Việt Nam Public Sector Union and the Việt Nam General Confederation of Labour to fully leverage human resources to build a team of civil servants who are competent, reputable, truly professional and dedicated to upholding discipline, integrity and public service ethics.

The officials were expected to serve the country and its people wholeheartedly, prioritising the interests of the Party, the nation and its citizens above all else.

Lâm made the orders on Wednesday when he chaired the meeting with 150 representatives honoured for their contributions in the 'Excellent advisers, Good service' campaign for the 2019-24 period, launched by the Việt Nam Public Sector Union, in Hà Nội.

The call for enhanced performance came amid growing challenges, aiming at achieving the Party’s strategic goals.

Lâm said the 13th Party Congress’s Resolution, which set a strategic goal for Việt Nam to be a developing country with modern industry and high average income by 2030, and a developed, socialist-oriented country with high income by 2045.

That was a national aspiration and aligned with late President Hồ Chí Minh’s directive for unity in building a peaceful, independent, democratic and prosperous Việt Nam, contributing significantly to the global revolutionary cause.

Lâm said that late President Hồ Chí Minh’s guidance was: “Civil servants are the servants of the people. They must do everything beneficial for the people and avoid everything harmful to the people.”

Therefore, the civil servants should consider the guidance as their principle throughout their service, he added.

Lâm expressed the desire for the civil servants to be devoted to the people in their daily tasks, whether in shaping macro policies or in administrative duties.

“They should be committed to addressing issues affecting citizens’ lives and businesses promptly and effectively,” he said.

In the context of globalisation and the Fourth Industrial Revolution, which emphasised digital transformation, green transition and knowledge-based economy, the workforce must be dynamic and innovative.

Continuous learning, updating knowledge and skill development were essential to meet new challenges.

He also stressed the need for leaders and managers to actively encourage and protect proactive, innovative and accountable staff, while addressing issues of negligence and inefficiency among some officials, who avoided responsibility and are unprepared to tackle challenges head-on.

He told the Việt Nam Public Sector Union and other unions nationwide continue to promote patriotic emulation movements and the study and practice of late President Hồ Chí Minh’s ideology, ethics and style.

“The Party and State will continue to focus on reforming the wage system to create a favourable environment for civil servants in the coming time,” he said.

He said he hoped that the 150 exemplary individuals honoured on Wednesday, would continue to strive, overcome challenges and complete their tasks effectively, inspiring others, so that each agency and unit would have numerous exemplary individuals who embodied the excellent ethos.

Excellent advisers, Good service

Following the directive in the Resolution of the Việt Nam Trade Union's 12th National Congress' Resolution, since 2018, the Việt Nam Public Sector Union has implemented the 'Excellent Advisers, Good Service' campaign.

The Việt Nam Public Sector Union defines 'Excellent advisers' as those providing accurate, timely and creative advice that benefits the State, society and the public.

'Good service' are those who are diligent, responsible and show effective performance in line with assigned duties, ensuring satisfaction among citizens, businesses and clients. Service also encompasses contributing to the Party’s noble cause and serving the nation.

Over the past five years, the campaign has deeply resonated at the grassroots level, with widespread participation and tangible outcomes in various agencies and units.

It has significantly impacted the quality of work, service attitudes and overall performance of civil servants amid global challenges and unprecedented issues.

At the meeting, Lâm praised the Việt Nam Public Sector Union for its effective role in promoting and organising patriotic emulation campaigns among civil servants.

The 'Excellent advisers, Good service' campaign notably fostered a spirit of innovation and accountability, improving discipline and responsibility across the board.

He said that the campaign had been a catalyst for enhancing public ethics and developing a capable workforce that met modern requirements.

With numerous role models emerging, the campaign had demonstrated high productivity and commitment to public service.

He praised the dedication of many civil servants who, despite modest incomes and difficult conditions, continued to work diligently with integrity and respect for the law.

The individuals were seen as exemplary models of late President Hồ Chí Minh’s teachings and pioneers in fulfilling his legacy.
