At the invitation of The president of the Republic of Finland Alexander Stubb, General Secretary of the Communist Party of Vietnam To Lam and his spouse are making an official visit to Finland from October 20 to 22, 2025.

The official delegation includes: Nguyen Duy Ngoc, Politburo member, Secretary of the Communist Party of Vietnam Central Committee, Chairperson of the Committee for Inspection under the Communist Party of Vietnam Central Committee; General Phan Van Giang, Politburo member, Minister of National Defense; General Luong Tam Quang, Politburo member, Minister of Public Security; Le Hoai Trung, Secretary of the Communist Party of Vietnam Central Committee, Acting Minister of Foreign Affairs; Pham Gia Tuc, member of the Communist Party of Vietnam Central Committee, Chief of the Office of the Party Central Committee; Nguyen Thanh Nghi, member of the Communist Party of Vietnam Central Committee, Head of the Central Committee for Policy and Strategy; Nguyen Manh Hung, member of the Communist Party of Vietnam Central Committee, Minister of Science and Technology; Nguyen Hong Dien, member of the Communist Party of Vietnam Central Committee, Minister of Industry and Trade; Tran Duc Thang, member of the Communist Party of Vietnam Central Committee, Acting Minister of Agriculture and Environment; Vo Van Dung, member of the Communist Party of Vietnam Central Committee, Permanent Deputy Head of the Party Central Committee’s Commission for Internal Affairs; Bui Thi Quynh Van, member of the Communist Party of Vietnam Central Committee, Deputy Head of the Party Central Committee’s Commission for Organization; To An Xo, Assistant to the Party General Secretary, Head of the Office of the Party General Secretary; and Pham Thi Thanh Binh, Ambassador of Vietnam in Finland.

This is the first official visit to Finland by a General Secretary of the Communist Party of Vietnam since the two countries established diplomatic relations in 1973.

As part of Vietnam’s active and expanding diplomatic agenda this year, Party General Secretary To Lam’s visit demonstrates the country’s consistent foreign policy of independence, self-reliance, diversification, and proactive international engagement. The visit is also an important step toward advancing the implementation of Resolution No. 59-NQ/TW on international integration in the new context.
