
Carbon market kicks off: Businesses enter a data-driven competition

On the morning of June 30, the Politburo held a national conference to study, disseminate and implement Resolution No.10-NQ/TW, dated June 8, 2026, on developing the foreign-invested economic sector. Party General Secretary and State President To Lam attended and delivered a keynote address at the conference.
The conference was connected to nearly 35,000 venues at the central, provincial and communal levels, as well as ministries, agencies, military regions, services and corps nationwide, with nearly 2.1 million participants attending across the country.
At the Ministry of Industry and Trade, the conference was chaired by the Standing Board of the Ministry's Party Committee. Also in attendance were members of the Standing Committee, Executive Committee and Inspection Commission of the Ministry's Party Committee, leaders, Party committee members and all Party members from Party organizations under the Ministry of Industry and Trade.
The conference was also held at Party committees and grassroots Party cells affiliated with the Ministry's Party Committee.

The conference aimed to help officials and Party members achieve a high level of unity in both awareness and action, while gaining a thorough understanding of the Resolution's core contents, new points and key priorities. On that basis, the Resolution will be translated into practical action programmes and implementation plans, contributing to its early and effective implementation.
It also seeks to ensure the Resolution is implemented in a coordinated, unified and consistent manner from the central level to the grassroots level, thereby fostering broad consensus, strengthening public confidence, and inspiring political determination as well as a spirit of innovation and creativity throughout the Party, the people and the military in pursuit of the country's goals of rapid and sustainable development.

Resolution No.10-NQ/TW identifies the foreign-invested economic sector as an important driver of the economy, contributing to economic growth, innovation, digital transformation, green transition, enhanced national competitiveness and the country’s rapid and sustainable development in the new era.
Resolution No.10-NQ/TW of the Politburo on developing the foreign-invested economic sector states that after nearly 40 years of Doi Moi and opening-up, the foreign-invested economic sector has continued to expand, not only providing an important source of investment capital but also contributing to economic restructuring, renewing the growth model, developing several key industries and expanding export markets. It has also enabled Vietnam to participate more deeply in global production networks and value chains, while supporting human resource development and the adoption of advanced technologies and management practices.
However, the quality and effectiveness of attracting, managing and utilising foreign investment have yet to match the country’s potential and advantages, and have not fully met the development requirements of the new stage.
As Vietnam establishes a new growth model driven by science and technology, innovation, digital transformation, green transition and enhanced strategic self-reliance, attracting and developing the foreign-invested economic sector must be positioned within the country's overall development strategy.
