Orientations to build Hung Yen as ecological, smart city

Doan Quoc Hoan, Chairman of the Hung Yen Municipal People's Committee, said by 2035, Hung Yen City will have become a political, administrative, and socio-cultural center of the province and an educational training and science technological center of the Northern Delta region. This is the orientation to build Hung Yen into a smart, ecological, modern and civilized urban area in the future.

In 2023, Hung Yen economic growth rate reached 10.5 percent, and the GRDP per capita reached about VND126 million. Over the past five years, Hung Yen has mobilized an average VND900 billion a year to invest in building urban infrastructure to meet the city's socio-economic development requirements and tasks. So far, there are nearly 100 investment projects in the area, with a total investment capital of nearly VND9 trillion.

In particular, the city is the first locality in the province to pilot the smart urban operation center.

Not only paying attention to comprehensive socio-economic development, the goal of Hung Yen City is to become an ecological urban area. The city is maintaining more than 40 hectares of parks and public gardens with flower beds and trees.

According to Resolution No. 21-NQ/TU dated March 24, 2022 of the Standing Board of the Hung Yen Provincial Party Committee, in 2025, the city's annual GRDP growth rate is set to reach about 10.5 percent; the State budget revenue increases by an average of over eight percent per year; the city's urbanization rate reaches 59 percent. By 2030, it will have met over 50 percent of the criteria of a grade-1 city with the annual GRDP growth rate of 11.5 percent and the urbanization rate of over 70 percent. In 2035, Hung Yen City will become a grade-I city, a cultural tourism city with a complete smart urban ecosystem. In 2045, Hung Yen City is set to become an ecological, smart, civilized and beautiful city.

Foundation to attract investment

Doan Quoc Hoan emphasized that identifying investment in infrastructure construction to attract investment is one of the city's key requirements and tasks, right since the beginning of the term, the city has reviewed and built medium-term public investment portfolio for the 2021-2025 period.

To reach those targets, the city will focus on accelerating the progress of a number of projects, such as: new urban areas, high-rise buildings, infrastructure of sports complexes and schools in Pho Hien University Area; restoration of the ancient Pho Hien Quarter to create a value chain connecting tourism development and cultural heritage elements along the Red River; infrastructure of residential areas combined with four to five star hotels, Pho Hien industrial cluster and urban area and An Vien - Trung Nghia industrial cluster in Hung Yen City and Tien Lu District; site clearance and infrastructure construction projects in new urban and residential areas.

With the new goals, Hung Yen City is determined to develop quickly and sustainably, and promote the development of cultural and social areas and improve its people’s lives, deserving to be the political, socioeconomic, and cultural center of the province.
