Chinh made the request while chairing the sixth meeting of the Government Steering Committee tasked with reviewing the implementation of the Party Central Committee’s Resolution 18 on renewing and restructuring the organizational apparatus of the political system, in Hanoi on December 29.
He praised the efforts of the Steering Committee members, especially the Ministry of the Interior, in fulfilling their responsibilities, and asked them to incorporate feedback, further refine the draft, and continue to listen to and consider relevant suggestions from agencies and individuals.
In order to build an organizational structure that is streamlined, efficient, effective, and powerful, the PM emphasized the need to thoroughly review processes to ensure no overlaps or omissions. He also underscored to need to improve the functions and duties of agencies, reduce administrative layers and intermediaries, cut down on administrative procedures, strengthen grassroots-level operations, and select practical and effective solutions.
In addition to linking organizational downsizing to improvement of the quality of staffing, the government leader suggested formulating specific policies to meet the legitimate rights and interests of officials, civil servants, and employees and appropriately allocating personnel during the reorganization process.

He insisted that all tasks must continue to be carried out and, once completed, work should immediately resume. He also instructed continued review, research, and amendment of related legal regulations to address obstacles in the streamlining process, ensuring clear task allocation during the transitional period.
The Prime Minister assigned Deputy Prime Ministers responsible for their respective fields to oversee the Ministry of the Interior and related agencies in implementing the reorganization, finalizing the plans, and submitting them to the relevant authorities.
According to the Steering Committee, authorities are putting the finishing touches to the restructuring of the Government apparatus. It is expected that the Government apparatus will be streamlined from 30 to 21 units, including 13 ministries, 4 ministerial-level agencies, and 4 government agencies.
The ministries, ministerial-level agencies, and government agencies are also reorganizing their internal structures, aligning the restructuring process with personnel streamlining and improvement of the quality of civil servants and public employees.
Meanwhile, 63 provinces and cities under central authority are also reorganizing their structures in line with the government’s restructuring.
