According to a representative of the Nghe An Provincial Department of Industry and Trade, Decree 45 has certain limitations and needs to be amended and supplemented to meet the actual development demands.

On the other hand, industry promotion programs’ resources are not attractive enough for rural industrial producers, which have to pay a corporate income tax for industry promotion financial support that they have received.

The department’s representative proposed that the Ministry of Industry and Trade increase and prolong support for rural industrial enterprises in order to encourage them to invest in production development, and supplement guidelines for digitization and cleaner production in industry, among others. He also suggested that the ministry propose that the National Assembly stipulate industry promotion support as a tax-free assistance.

The Agency for Regional Industry and Trade (ARIT) is asked by the department to propose that the Ministry of Industry and Trade provide detailed guidelines on the list of public services of the industry and trade sector.

It is important for the Ministry of Industry and Trade to facilitate industrial cluster infrastructure development to attract investment in the rural industrial sector, and help industry promotion organizations improve material facilities through national industry promotion programs.
