The conference was conducted in a hybrid format, combining in-person attendance at the main venue in the Dien Hong Hall of the National Assembly Building with online connections to Party committees of provinces and centrally governed cities, Party organizations under the Party Central Committee, ministries, agencies and central bodies, as well as other relevant units across the country.

This was a highly significant conference, organized in person at the Dien Hong Hall and connected online to 27.284 venues at the central and local levels, including provinces, cities, communes, wards, special administrative units, Party organizations in the military, public security forces and enterprises, with more than two million delegates participating. The event was broadcast live on VTV1 of Vietnam Television, aired live on the News Channel VOV1 and VOV Traffic of the Voice of Vietnam, and streamed on digital platforms.

General Secretary To Lam attended and delivered directives at the conference. Also present were Politburo Member and State President Luong Cuong; former Politburo Member and former State President Truong Tan Sang (attending at the Tay Ninh venue); Politburo Member and Prime Minister Pham Minh Chinh; Politburo Member and National Assembly Chairman Tran Thanh Man; former Politburo Member and former National Assembly Chairman Nguyen Sinh Hung; and Politburo Member and Permanent Member of the Secretariat Tran Cam Tu.

Other attendees included Politburo members, Secretariat members and members of the Party Central Committee attending at central and local venues nationwide; leaders of central Party commissions, ministries, agencies, the Vietnam Fatherland Front and mass organizations; members of the Party Central Committee’s Inspection Commission; members of the Central Military Commission; the Central Public Security Party Committee; and Party Committees of central Party agencies, the Government and the National Assembly, along with other delegates.

At provincial and municipal venues and other Party organizations, attendees included provincial and municipal Party secretaries and deputy secretaries; members of standing committees and executive committees of provincial and municipal Party organizations; leaders of departments, agencies and mass organizations; Party members at communes, wards, special administrative units and grassroots Party organizations, along with other delegates.

The conference aimed to study, disseminate and implement Resolution No. 79-NQ/TW and Resolution No. 80-NQ/TW, focusing on new aspects and core, breakthrough contents. On that basis, Party committees at all levels are tasked with leading and directing the formulation of action programs to implement the two resolutions, while promoting extensive communication throughout the Party, the people and the armed forces to ensure unity of will and action in the implementation process, enabling cadres and Party members to firmly grasp the core contents and new points of the two Politburo resolutions.

According to the agenda, the conference will hear a presentation on “Key and Core Contents of Resolution No. 80-NQ/TW dated January 7, 2026 of the Politburo on the Development of Vietnamese Culture,” delivered by Politburo Member, Secretary of the Party Central Committee and Head of the Central Commission for Information, Education and Mass Mobilization Trinh Van Quyet; a presentation on “Key and Core Contents of Resolution No. 79-NQ/TW dated January 6, 2026 of the Politburo on the Development of the State Economy,” delivered by Politburo Member, Secretary of the Party Central Committee and Head of the Central Policy and Strategy Commission Nguyen Thanh Nghi; and a presentation on the “Action Program for the Implementation of Resolution No. 79-NQ/TW and Resolution No. 80-NQ/TW,” delivered by Permanent Deputy Prime Minister Nguyen Hoa Binh.

Following the presentations and dissemination of the thematic reports, General Secretary To Lam will deliver a concluding directive address.
