Schedule and format of the session
By late July 30, the National Assembly Standing Committee had issued a press release on the tentative agenda and program of the first extraordinary session of the 16th National Assembly.
Accordingly, on July 23, 2026, the National Assembly Standing Committee issued Document No.136/UBTVQH16-TH convening the first extraordinary session of the 16th National Assembly, together with the tentative program and agenda.

The first extraordinary session of the 16th National Assembly will hold its preparatory meeting and opening ceremony on the morning of August 3, 2026, and is expected to conclude on August 24, 2026, with August 25 set aside as a contingency date.
The session will be held in person at the National Assembly Building in Hanoi and divided into two phases. The first phase will run from August 3 to the morning of August 13, while the second will take place from August 19 to August 24, 2026.
The session is expected to last approximately 17 days. The National Assembly is scheduled to work on two Saturdays, August 8 and August 22, and two Sundays, August 9 and August 23.

From the afternoon of August 13 to August 18, the National Assembly will adjourn to allow its agencies, the Government and relevant bodies to study feedback, incorporate comments and revise and complete the draft laws and resolutions on the basis of opinions raised by National Assembly deputies. The revised documents will then be submitted to the National Assembly Standing Committee for consideration before being put to a vote during the second phase of the session.
Tentative agenda of the session
At this session, the National Assembly will consider and decide on 33 items. These include the passage of 15 draft laws and four draft legal resolutions, the first reading of seven other draft laws and decisions on seven major national issues.
The draft laws to be considered and passed by the National Assembly comprise: (1) the amended Petroleum Law; (2) the amended Law on Grassroots Mediation; (3) the Law on Urban Development; (4) the amended Law on Legal Dissemination and Education; (5) the Law on the Prevention and Combat of the Proliferation of Weapons of Mass Destruction; (6) the Law amending and supplementing a number of articles of 10 laws concerning administrative procedures and business conditions in the agriculture and environment sectors; (7) the Law amending and supplementing a number of articles of nine laws on military and national defence affairs; and (8) the Law amending and supplementing a number of articles of the Law on the State Bank of Vietnam, the Law on Anti-Money Laundering and the Law on Credit Institutions.
The National Assembly will also consider and pass: (9) the Law amending and supplementing a number of articles of the Law on Radio Frequencies, the Law on Telecommunications, the Law on Electronic Transactions and the Law on Technology Transfer; (10) the Law amending and supplementing Article 6 and Appendix IV on the list of conditional business lines and sectors under the Law on Investment; (11) the Law amending and supplementing a number of articles of the Law on Customs; (12) the Law amending and supplementing a number of articles of the Law on Architecture; (13) the Law amending and supplementing a number of articles of the Law on Vietnamese Guest Workers; (14) the Law amending and supplementing a number of articles of the Law on State Compensation Liability; and (15) the Law amending and supplementing a number of articles of the Law on Publishing.
The draft legal resolutions to be considered and passed by the National Assembly include: (1) a National Assembly resolution on special mechanisms and policies to address difficulties and obstacles in implementing projects and works serving the 2027 APEC Economic Leaders’ Week in Phu Quoc Special Zone, An Giang province; (2) a National Assembly resolution on special mechanisms and policies for handling legal violations related to the state-owned economy, the private sector, and the application of science and technology, innovation and digital transformation; (3) a National Assembly resolution on special mechanisms to resolve difficulties and obstacles facing a number of wind and solar power projects; and (4) a National Assembly resolution replacing Resolution No.96/2019/QH14 on crime and law violation prevention and control, the work of the People’s Procuracy, the People’s Courts and judgment enforcement.
The draft laws to be considered by the National Assembly for the first time comprise: (1) the amended Penal Code; (2) the amended Criminal Procedure Code; (3) the amended Law on Real Estate Business; (4) the amended Land Law; (5) the amended Housing Law; (6) the consolidated Law on the State Budget; and (7) the amended Law on the Organisation of Criminal Investigation Agencies.
The major national issues to be considered and decided by the National Assembly include: (1) the investment policy for the Hanoi Capital Region Ring Road No.5 construction project; (2) adjustments to the investment policy for the Lao Cai-Hanoi-Hai Phong railway construction project; (3) the establishment of Quang Ninh city; (4) the establishment of Bac Ninh city; (5) several matters related to the Ninh Thuan nuclear power plant project; (6) the integration of four national target programs into a single national target program; and (7) personnel matters under the National Assembly’s authority.
