HANOI, Sept 5 - National Assembly (NA) Chairman Tran Thanh Man said the revised Land Law and the Law on Planning must be passed at the 10th session of the 15th NA, calling them crucial to institutionalizing the Party’s recent resolutions.

Opening the 49th session of the NA Standing Committee on Sept 5, NA Chairman Tran Thanh Man stressed the meeting’s importance as preparation for the final session of the 15th legislature. The agenda spans nearly six days, covering 32 official items and several reserves, with legislative work taking center stage.

The NA Standing Committee will review 14 draft laws, including seven comprehensive amendments with broad socio-economic impacts. NA Chairman Tran Thanh Man asked submitting agencies to prepare dossiers thoroughly, ensuring strong political, scientific and practical foundations, while review bodies must exercise proactive, responsible oversight.

“The laws that must definitely be passed at this 10th session are the revised Land Law and the Law on Planning,” NA Chairman Tran Thanh Man underscored, adding that where matters exceed authority, they will seek further guidance from the Party Central Committee.

For the first time, the NA Standing Committee will directly decide the 2026 legislative program instead of submitting it to the full NA. Thus, NA Chairman Tran Thanh Man said this aims to ensure flexibility and responsiveness, as 2026 marks both a transition year and the start of a new term.

Select truly representative and worthy delegates

Alongside legislative work, the session will handle annual oversight reports, environmental law implementation reviews, and term-end summaries of the NA, Standing Committee, State President, Government, State Audit and judicial bodies.

The NA Standing Committee will also adopt key resolutions guiding election preparations, ensuring a transparent, lawful process to select deputies truly representative of the people’s will.

According to NA Chairman Tran Thanh Man, the 10th NA session will consider nearly 70 major items, including critical resolutions on national energy security, education reform, international integration, and investment in national target programs on health, population and development for 2026-2035.
